<br /> would be a very beneficial move toward making the city safe for children, pedest-
<br /> rians, and other. car drivers. The Mayor pointed out the fact that the S.E.R.A.
<br />I Committee did not think so much of the idea. The Mayor asked the Chief of Police
<br /> what his re-action was, and he reported the he could not see too much value in W
<br /> such a program, but felt that he had not had the opportunity to give it much .~
<br /> consideration. The Mayor then called on Councilman Simon who reported that his ~t.,
<br /> Committee had been working on diffenent forms of programs in the hopes of organ- ~n.~,'
<br /> izing a voluntary citizens traffic checking body who would operate by number only.
<br /> They would call the police station, give their number, the license number of the
<br /> car operated, and the violation. The police would notify the individual of the
<br /> offense, and on the second offense be would be brought into court. Mr. Hyde
<br /> pointed out that if they adopted theli.merican Legion's program it would undoubted-
<br /> ly take approximately 20 men off the relief rolls, and it would be very nice for
<br /> the city to do that. Councilman Simon said that he did not see where he could
<br /> spare the $12.00 0~$15.00 per month frpm his budget to take care of it. It was
<br /> pointed out by Mr. Hyde that this would be a very well expended amount of money,
<br /> inasmuch as it would go directly to the citIzens of Eugene who need it. Council-
<br /> man Harris moved that this be referred to the Police Committee with power to act.
<br />- Motion was seconded and carried.
<br /> Mr. Svarverud addressed the Council in behalf of Mr.,A. N. Kemery relative
<br /> to a petition to the Board of Appeals regarding the construction of a lean-to
<br /> shed at the rear of his factory at 1802 East 13th Avenue. The report of the
<br /> Board of Appeals was to deny this request. It vms pointed out by Mr. Kemery that
<br /> this foundation for his forge base had been constructed prior to the time that
<br /> this ordinance went into effect, and pointed out that all the neighbors there had
<br /> no objection to it, and as a matter of fact they wanted it there, as the building
<br /> would look better with it. The Mayor asked Mr. Clubb to report on the Board of
<br /> Appeals' action, and he pointed out that the Board took their attitude because of
<br /> I the terms of the Zoning Ordinance. ~ Mr ~ Carlson spoke on behalf of granting him
<br /> this privilege. Councilman Lamb said he could not find any fault with the Board
<br /> of Appeals, but at the same time he thought the Council should give this consider-
<br /> ation. Councilman Hendershott moved that the report of the Board of Appeals be
<br /> rejected and the reouest be granted. Motion was seconded and carried.
<br />I Mr. Stocker of Castelloe and Stocker Electric Company presented a plea for
<br /> 'the privilege to construct and install a marquise at the old Colonial Theatre,
<br /> now named the Mayflower. An Ordinance permitting the Mayflower Theatre, at 784
<br /> Eleventh Avenue East, to construct a marquise larger than that allowed by the
<br /> building code, was read the first time and passed its second and third readings
<br /> by title under suspension of the rule by the unanimous consent of the Council, and
<br /> was placed upon its final passage. The ayes and nays were called, Councilmen
<br /> voting aye 8, nay none, absent none. The Ordinance was declared passed and number
<br /> ed 8429.
<br /> Mr. Stocker also presented a request for permission to hang a small sign
<br /> underneath the Eugene Hotel electric sign which now hangs across the intersection
<br /> of Broadway and Pearl streets. Councilman Harris moved that this be referred to
<br /> the Building Inspector with power to act. Motion was seconded and carried.
<br /> f,1r. r.'. D. Bennett presented a petition asking that their particular district,
<br /> North and ;':est of Grand street, be changed under the Zoning Ordinance from an
<br /> Industrial District to a Residence District. He stated that there wasn't a single
<br /> business house there, it was all residences, but there is now being constructed
<br />. a lumber yard, and 11 of the property owners had Signed the petition. This was
<br /> referred to the Board of Appeals and the Engineer's Office was instructed not to
<br /> issue a permit for the construction of the lumber yard until further notice.
<br /> The Judiciary Committee, by Attorney Calkins, reported that any time that
<br /> the people of Eugene wished to prevent dogs from running at large, all they had to 1../
<br /> do was get 20 signatures on a petition, and the matter would be referred to the
<br /> people to vote on at the next election. Councilman Harris asked for further time
<br /> regarding the change of the collection of dog licenses.
<br /> The Finance Committee, by Chairman Hendershott, moved that the claim of Mary
<br /> Morgan, :In Dr. Han"\j.s'.Office, for an injury received by falling.on the sidewalk,
<br /> in the amount of $8.85 be allowed. Motion was seconded and the ayes and nays were
<br /> called, Councilmen voting aye 8, nay none, ~bsent none. This bill covers $5.00
<br /> for x.:..ray and ~~3. 85 for medic ines and dress ings.
<br />I The Fire and Water Committee, by Chairman Bond, asked permission of the
<br /> Council to permit the Drive-In-Market on ~illamette to install a large flood li~ht
<br /> for use at night. On motion duly seconded and carried this request was granted.
<br /> Chairman Bond also asked for permission to have the Fire Department chairs
<br /> repaired. On motion duly seconded and carried this request was granted.
<br /> Chairman Bond ~anted to kno~ what had b~en done concerning the claim of Mrs.
<br /> Cook for a broken arm caused by a fall on the s. idevmlk, in vvhich there was an
<br /> expense of about $59.00. Attorney Calkins stated that the Committee felt that
<br />. there was no liability in this case. However, it was moved, seconded and carried
<br /> that the City a110w this claim for the actual amount incurred.
