<br />At this time"Mr. Wallace addressed the Council, pointing out that.in his
<br />estimation it was absolutely unfair to state that he should not have a license
<br />when other bUS inesses in the same ne ighborhood had one. He had been in Eugene 'a '.'
<br />great many years and had always been a taxpayer; that he was engaged in a legitimate:~;
<br />bonified restaurant business and pointed out that the Del Rey and the Imperial ..
<br />Restaurant had a license and that it made it very difficult for his business, so ~
<br />he was asking for the same consideration. ~l
<br />
<br />Councilman Simon pointed out that if they granted this one that they
<br />would have to grant many more. Councilman Carlson addressed the Council, setting
<br />forth the fact that he appreciated Mr. Wallace's position. At the same time he
<br />definitely showed how difficult it would be for the Police Committee to turn down
<br />other applications that might come in if t.his one were granted. After considerable
<br />discussion, Mr. Wallace agreed upon the suggestion of Dr. Simon to change his
<br />package wine license applIcation to that of a hotel license, so at this time Mayor
<br />Large called for the ayes and nays upon the previous recommendation of the Police
<br />Committee. The Wallace application, Councilmen voting aye, 0imon, Zumwalt, Bond
<br />and Harris; Nay, Lamb, Hendershott, Reid, and Carlson. Mayor Large breaking the ti
<br />by voting aye.

<br />The recommendation on the Hibbett & Rich application, Councilmen voting
<br />aye, eight, nay, none, absent none. The application of the Tip Top transfer to Mr.
<br />George Neal was unanimously recommended.
<br />
<br />A communication from the Emergency Fund Committee of the Salvation Army
<br />was presented by the Recorder and Mr. R. B. Bacon, Chairman, of the committee,
<br />addressed the Council, in behalf of the request, stating that whenever any tran-
<br />sients, or indigents either stop an officer or see a merch2nt or call at homes,
<br />they are referred to the Salvation Army for care. Due to the fact that the
<br />Salvation Army was only able to raise approximately $2500 of an estimate required
<br />$4500, they would be unable to continue to care for this class of people. But,
<br />if the Common Council could see fit to grant this request, the Salvation Army could
<br />guarantee proper care until the summer season. Dr. Richmond then addressed the
<br />Council, pointing out that the City and County had been let off very easy during
<br />the period of time that the Federal Government had maintained their transient
<br />camps. Now, that the Federal Government was not assuming this burden, the task
<br />had fallen upon the local authorities and he very sincerely hoped the Council
<br />could see fit to grant this request which was a very worthy one. Adjutant Ford
<br />addressed the Council, pointing out that ti1e entire burden for the care of all
<br />this relief work was now up to the Salvation Army and he wished to assure the mem- _
<br />bers of the Council that this $400 would last up until some time in June. After
<br />which time there would be seasonal summer work, and the demand would be greatly
<br />lessened and they would be' able to take care of them by other means. Councilman
<br />Hendershott, made the motion that the request be granted and it was seconded.
<br />The ayes and nays were called, councilmen voting aye, eight; nay, none; absent none
<br />
<br />A communication from the law firm of ~ells and Wells was presented, askin
<br />for damages sustained from a f~ll on a sidewalk on 10th Avenue West near Olive by
<br />Mrs. Bertha E. Ferry of Route No .'3 , Eugene, and upon motion by Councilman tiimon
<br />and seconded by Councilman Reid, this claim was denied.
<br />
<br />A communication from Mr. A. C. Mathews for the purchase of the v'lest t of
<br />Lot 3 and all of Lots 4 and 5, Block 2, Harris Addition, was presented to the
<br />Council and referred to the Judiciary Committee.
<br />
<br />Petition for a special building permit from residents in the vicinity of
<br />6th and Filmore Streets for W. R. and Harold Stanturf for a titore Building, Service
<br />Station, was presented and councilman Harris moved that it not be allowed, no secon
<br />appearing, it was determined to hold this for the furt11er consideration of the
<br />Planning Commission.

<br />Gravel bids fDom the Lane Gravel, Eugene Sand and Gravel and Ransom Sand
<br />and Gravel Companies were opened and referred to the 0treet Committee to report at
<br />the next meeting.
<br />
<br />The Recorder reported that the Drive-In Market on willamette Street had
<br />removed its temporary fruit stand.
<br />
<br />The recommendation of the Zoning Board of Appeals, which had been referre
<br />to the Engineer concerning the request of the Eugene Sand and Gravel Company was
<br />upon motion accepted.
<br />
<br />The following applications for re-bonding delinquent assessments were
<br />presented and upon motion were unanimously approved.
