<br />Reports from the City Engineer and Public Library for the month of March were
<br />presented and ordered filed.
<br />
<br />At this time the Mayor asked the Recorder to open bids received for the paint
<br />ing of the City Hall. Three bids were presented: Lange and Greenfield, $873.25;
<br />Earl Kast, $659.'70 and W. A. Gilbert~ $290.00. Upon motion made and seconded, Mr.
<br />Gilbert's bid was accepted. All councilmen present voting aye except Carlson. The
<br />local painter's union registered a complaint to the effect that Mr. Gilbert was not
<br />a union man, never had been and could not do the city a good job for that amount of
<br />money. Councilman Carlson stated that there was something decidely wrong with the
<br />bid and that it should be given very careful consideration, but the Council deter~
<br />mined to let the contract go to Mr. Gilbert.

<br />The Mayor asked the Recorder to open bids received for the installation of th
<br />Police Short-Wave Radio Set. ~ bid from Western Auto ~upply Company for the fUrn~
<br />Ishing of the car receiving sets at $40.80 each was presented. A b~d from the H. W.
<br />White Electric Company for the installation of the transmitter was presented, call-
<br />ing for materials, $650.00 and labor $200.00. The Recorder stated that the amount
<br />budgeted for this radio was $'750.00 and that the two bids combined, which in fact
<br />makes one complete bid, makes a total of $9'72.40 or a total in excess of the amount
<br />budgeted of $222.40. Councilman Carlson stated that it would be impossible to get
<br />better bids and since it was obvious that we do not have the finances with which to
<br />do it properly, it was his suggestion that the radio be forgotten for this year..
<br />Councilman Lamb believed that with the expenditure of this amount of money that it
<br />was very apparent that at the end of another year, additional expenditures would be
<br />required. Councilrrum Hendershott moved and it was seconded that these bids be re-
<br />jected and the recorder be instructed to adv~rtise for new bids and it was so or-
<br />dered.

<br />The Recorder announced that a radiogram had been received from Dr. George
<br />Simon, now on a world tour. Dr. Simon was in Honolulu Saturday. He reported that
<br />he was having a very good timi and that he was enjoying his trip iamens~ly.

<br />The ordinance granting the petition for the vacation of alley in Block 1,
<br />Uni versi ty addi tion from 13th Avenue -, the Southern Terminus, to the Southern Pac-i-
<br />fie right of way, the North Terminus, was read the first time and passed its second
<br />and third readings, by title under suspenstion of the rule, by the unanimous con-
<br />sent of the council and was placed upon its final passage. The ~yes and nays were
<br />called, councilmen voting aye, Hendershott, Lamb, Bond, Harris, Carlson, nay, none,
<br />absent, Simon, Zumwalt, Reid. The ordinance was declared passed and numbered 8472.

<br />The reassessment ordinance which had been held up for a considerable length
<br />of time at the request of Mr. C. H. Howard, of Route 1, Eugene, had its third and
<br />final reading. Councilmen voting aye, Hendershott, Lamb, Bond, Harris, Carlson,
<br />nay, none, absent, Simon, Zumwalt, Reid. the ordinance was declared passed and
<br />numbered 8473.

<br />City Attorney Calkins, at the request of Councilman Hendershott, presented
<br />an ordinance re-enacting the original ordinance for the keeping and maintaining of
<br />horses, cows, sheeps, etc. It was presented and had its first reading. Considerabl
<br />discussion was had at this time and Mr. Barrett addressed the council pointing out
<br />that it was possible to control cows, horses, large animals and chickens but to
<br />control the actions of bees was an impossibility. He stated further that they were
<br />a nuisance and that the council certainly owed it to the citizens of Eugene to see
<br />that such n*isances were abated. The ordinance was referred to the Judiciary Com-
<br />mittee and the City Attorney for further study.

<br />Application for the Cozy Hotel, located at '70 East Broadway and to be operate
<br />23 by B. M. Walters was presented. Having been approved by C. F. Bergman, Chief O'f:
<br />/, Police, it was accepted by the order of the council.

<br />~ The City Recorder presented the proposition of the printing of milk display
<br />24! cards and the council upon motion made and seconded, ,ordered the Recorder and Milk
<br />i Inspector to handle this as they saw fit.

<br />At this time Mr. Wallace Wintler addressed the council in behalf of the
<br />Active Club, asking for permission to hold a parade, for the waiver of the usual
<br />carnival license fee, and permission to hold a public 4th of July Celebration for
<br />the purpose of raising funds for the maintenance of a boys' summer camp for three
<br />who cannot afford to go to a camp. Upon motion made and seconded, the permission
<br />was unanimously granted.

<br />The Recorder presented the report that $a09.50 had been collected from the
<br />dog licenses and requested that the council order that the turnover be made to Lane
<br />County. Upon motion made and/seconded, it was so ordered. Lane County Share, 20%
<br />$161.90. City of Eugene, 80%, $64'7.60. .
