13. Application of Regulations to City -Sponsored Activities. <br />13.1 All Downtown Activity Permits shall be subject to being stayed in the event <br />they conflict with a City -sponsored event or the City's use of the Downtown Activity Zone. <br />Such stay shall be only for the time reasonably necessary to prepare for, conduct and clean <br />up following the City -sponsored event or use and shall not be subject to review on appeal <br />unless the permittee can demonstrate the permittees use will not interfere in any way with <br />the City -sponsored event or use. <br />13.2 Any City -sponsored event or any City use shall comply with the applicable <br />provisions of Sections R -3.336-N-1, 2 and 3 of this Rule. <br />R-3.336-0 Enforcement. <br />1. Authorized city personnel or independent contractors authorized by the City <br />Manager may issue notices of violation for a violation of this Rule. If the violation takes place in <br />the presence of a police officer, a citation may be issued by the officer. <br />2. A notice of violation shall state with reasonable particularity any section of the <br />Eugene Code, 1971 or this Rule alleged to have been violated and shall be signed by the person <br />issuing the same. <br />3. Nothing in this Rule shall prohibit the service of complaints by police officers. In <br />the event a violator is issued a citation, the report shall be promptly forwarded to the City <br />Prosecutor for a determination as to issuance of the complaint. <br />4. After a complaint has been filed and served on the defendant, all subsequent <br />proceedings shall be in accordance with the rules and procedures of the Municipal Court. <br />Dated and effective this / day of C m "',-�Z 2017. <br />Jon R.
