<br /> Mr. Obak Wallace of the,_ Rainbow Restaurant made a very strong plea for
<br /> reversal of the" Committee's, action for refusing to grant him a Class B license.
<br />I Mr. Deburgh pointed out that inasmuch as the council had definitely increased
<br /> the gran~ing of Class. B License, he felt that the Rainbow and the Club Cigar Vl
<br /> Store were entitled to theirs. Upon motion made by 'Councilman Hendershott and duly -Q1
<br /> seconded that Class B Licenses be granted to Club Cigar Store, Rainbow and Cafe Del . ....:"'

<br /> Clarence Wilcox, proprietor of the White Palace'Restaurant, asked the
<br /> council for a Hotel and Restaurant License for his place of business. Upon motion
<br /> made by Councilman Hendershott and seconded by Lamb the balance of the recommenda-
<br /> , 21 tions on beer and wine made by the Police Committee, as 'presented, were approved.
<br /> After due consideration the Police Committee, by acting chairman Bond, re-
<br /> commended that the police radio be purchased from RCA through the local agency,
<br /> H. W. White Electric Company. A price of $1750.00 is to be paid with a payment of
<br /> $750.00 down and $1000 to be paid when the installation is completed and accepted.
<br /> It is further agreed that the equipment is to be maintained by the. city without
<br /> \ charge for a period of ninety days after installation. The recommendation of the
<br />.. 22 Police Committee was unanimously approved. ~
<br /> Councilman Bond recommended that the Police Committee be empowered to pur-
<br /> chase ~ome badly needed furniture from the emergency fund for the police headquarter .
<br /> It was discussed whether or not such steps could be taken as they did not believe
<br /> that this could be considered as an emergency. Attorney Calkins pointed out that
<br /> the council as a levying body could transfer funds from the emergency fund to the
<br /> Police account. ,Upon motion made and seconded, funds were ordered transferred ~rom
<br /> the emergency to the Police fund and the Police Committee empowered to act to the
<br /> /23 extent of $150.00 and this motion was unanimously approved.
<br /> M'r s. w. H. Maxham, member of the Park Board, presented a report showing the
<br /> work done by the WPA in 1936. She reported that Federal Funds amounting to ap-
<br /> proximately $9,586.00 were spent on the parks during the past year. Councilman
<br /> Carlson stated that he felt the citizen members of the Park Board deserve exception-
<br /> al praise for the work thei had accomplished this year. Upon motion made and
<br /> / 24 seconded, a vote of thanks was extended to the Park Board for th~ir fine services.
<br />I At this time discussion was opened by Councilman Bond with respect to Dale
<br /> Croner's status on the force of the fire department. Mr. Bond stated that he had
<br /> contacted two members of the Commission for their opinion in regard to amending the
<br /> ordinance to read three months instead of six months service prior to passage of
<br /> the civil service ordinance and one commissioner voiced definite disapproval with
<br /> the other taking no stand at all. Mr. Zumwalt stated that Mr. Croner had visited
<br /> I him on a number of occasions, and he felt that if the ordinance is amended that in
<br /> . the future actions of similar nature will have to be taken by the council. Council-
<br /> man Hendershott stated that the history of the Croner family showed that they were
<br /> respectable and that steps should be taken to protect his job. Mr. Carlson felt
<br /> that something should be done if it is within the province of the council to do it.
<br /> Attorney Calkins pointed out-that the ordinance ,could be amended and made retro-
<br /> active. Mr. F. J. Reese addressed the council, speaking on behalf of Mr. Croner~
<br /> I and pointing out that he was an efficient and qualified worker and should be retaine .
<br /> He asked the council to do everything in their power to protect him. Mr. Lamb "
<br /> requested Attorney Calkins to present the proposed ordinance which is an amendment
<br /> f'" 2 5 to 8469.
<br />. An Ordinance amending Section 8 of Ordinance No. 8469 of the City of Eugene
<br /> entitled "An Ordinance providing a system of Civil Service for paid firefighters in
<br /> the City of Eugene.t1, passed by the Common Council Apri"l 13, 1936, and approved by
<br /> the Mayor April 20, 1936, and declaring an emergency, was read the first time and
<br /> passed to its second and third readings by unanimous consent of the council under
<br /> suspension of title and was placed upon its final passage. The ayes and nays were
<br /> called, councilmen voting aye, Lamb, Hendershott, Reid, Simon, 'Zumwalt, Bond, Harris
<br /> and Carlson; nay, none; absent, none. The ordinance was declared passed and numbere
<br /> /26 8498.

<br /> At this time Mayor Large made the following appointments for position in
<br /> the fire and police departments, employment effective January 1, 1937~ For the
<br /> Police Department the following were selected: Leonard Kearney, J. 'S. Willcox and
<br /> I E. R. Nevers; Fire Depart~ent: C. A. Bradway, J. V. Green~ Robert A. Johnston and
<br /> w. C. Volz. Upon motion made and seconded, the appointments were approved by the
<br />I ../ 27 council.
<br /> At this time the City Recorder presented a financial statement of the City
<br /> of Eugene with suggestions as to the future needs. A copy of the report is on file
<br /> /28 in the office of the City Recorder.
<br /> The Recorder presented a communication from attorney W. W. Harcombe regard-
<br /> ing an injury received by a pedestrian in a fall on the bridge crossing the Amazon
<br /> /29 river on Willamette Street. The matter ~as placed in the hands of the Judiciary
<br /> Committee and City Attorney .for action.
<br />. The Josephine R. Campbell request for waiver of interest on assessment
<br /> covering Lot 1, Block 6, Christian's 2nd Addition was referred to the Judiciary
