<br />Professor Edgar E. DeCou requested,aBsistancefrom the council in the prope
<br />care and weeding of the center strips on Agate and Villard Streets and to place
<br />whatever funds that are necessary for this work at the disposal of the Park Board.
<br />Charles ~ullivan, Superintendent of Parks, announced that it would take two weeks
<br />time to do the work at an approximate cost of $230.00.

<br />. Mr. S. A. Conner, 1172 West 10th Avenue, asked if it were within the power
<br />lor the councIl to prevent construction of a church being contemplated by the Latter
<br />Day Saints in the 1100 block on West 10th. He pointed out that the erection of such
<br />la site would not be in good keeping with the residences in that vicinity. He ex-
<br />plained that the church committee had purchased the property from Ben F. Dorris,
<br />Ilegal owner, and had subsequently come to the city with the request for waiver of
<br />jthe 10% penalty and interest, upon payment of principal with interest at 6% to redee
<br />the property, to which proposal the city had agreed. City Engineer Clubb stated
<br />Itoat there were no restrictions preventing the erection of churches and/or public
<br />buildings in the residential districts of the city. Therefo~e, it is obvious that
<br />f4 Ithe Church is perfectly within its rights to continue with its proposed project.

<br />I : At this time the request of John Chezem to construct a house on Lot 5,
<br />IBlock 6, Eugene Original ~ddition, was reported on by the Judiciary Committee, re-
<br />presented by Chairman Lamb, with IIno recommendation." The City Recorder presented
<br />petitions favoring and opposing the proposed building. Mr. U. Flournoy, property
<br />Owner in that vicinity, voiced vigorous protests on the grounds that Mr. Chezem's
<br />practice of music and singing at all hours of the day would create a distinct nuisan e
<br />to the adjoining property owners. Upon motion made and seconded, the question was
<br />put to a vote. Councilmen voting aye, Hendershott and Page~--nay, Lamb, Reid, Bond,
<br />Farrington and Carlson; absent, none. Councilman Hanns was dismissed from voting
<br />by reason of the fact that he was not sufficiently acquainted with the issue in
<br />,5 question~ As a result of the voting, Mr. Chezem's request was hereby not granted.

<br />Councilman Hendershott, chairman of the Finance Committee, recommended re-
<br />jection of offer made by John Hakanson in the amount of $70.00 for Lot 3, or 4, Bloc
<br />21, City Outlo'ok First Addition. Upon motion made and second.ed, the recommendation
<br />6 of the committee was unanimously approved.

<br />Councilman Hendershott, chairman of the Finance Committee, recommended re-
<br />jection of off~r made by L. D. Erickson in the amount of $85.00 for the east 25
<br />feet of the north 110 feet of Lot 13, Block 11, Driverton Addition. Upon motion mad
<br />7 and seconded, the recommendation of the Committee was duly accepted.

<br />Mrs. Louis Bean's request to 'Pay $10.00 per month to apply on both principa.
<br />and interest on the unpaid ,balance of $725.48 on part of Lots 5 and 8, Block 2,
<br />MUlligan's Addition East, was upon motion made and seconded, granted by the council.

<br />I Councilman cHendershott, chairman of the Finance Committee, reported the
<br />,frollowing bills to the council with the recommendation that they be allowed and moti n
<br />i1was made and seconded that warrants be drawn. The ayes and nays were called, council-
<br />[men voting aye, Lamb, Hendershott, Reid, Bond, Carlson, Page, Hanns, Farrington;
<br />nay, none; absent, none.
