<br />f~:of 7:30 o'clock P. M., May 2.4, 1937, City Hall. The meeting was called ~o order by
<br />IMr. Lamb, President of the Council and acting in the capaci tJ' of Mayor in the absenc
<br />1 'Iof Mayor Large. All councilmen were in attendance.

<br />I The minutes of the previous meeting, May 10>> 1937, Wl3re presented and as
<br />2 lithere were no corrections, they were ordered filed as presented.. '

<br />II Mr. R., S. Bryson, representing property owners on Fifth Avenue, addressed
<br />[,the council relative to' the proposed franchise between the c:l ty of Eugene and the
<br />liOregon-Electric Railway Company.. He pointed out that the Company was employing
<br />Ithe city streets for terminal facilities; that the poles for purpose of operations
<br />lalong the streets were improperly kept; the streets were not in proper repair and,
<br />lthat the double-tracking shut off to motor vehicular traffic almost entirely one
<br />ilside of the street. Mr. Bryson cited map.y other unfavorable conditions and asked
<br />lithe counci 1 for consideration before formal adoption of the ordinance. Mr. Clinton
<br />lHurd and Clarence W. Iddings were also present to voice protests. City Attorney
<br />I!Calkins stated that Charles A. Hardy, attorney for the Company, desired some defini te
<br />liaction on the proposal for submission to the Company for the:lr final approval.
<br />i!councilman Carlson suggested that a Committee of the Council together wi th a Commi t-
<br />litee of citizens from that vicinity should confer with one another and draw; an ordi-
<br />Inance accordingly. Councilman Hendershott moved and Reid sel~onded that the third
<br />lireading of the ordinance be postponed and that the same be N~ferred to the Judiciary
<br />..Icommittee and City Attorney to meet with Mr. Bryson to draft another ordinance at a
<br />;3 [time convenient with him. This motion was unanimously carril!3d... . ,

<br />Ii Councilman Hendershott, chairman of the Finance Comml ttee, recommend.ed pay-
<br />)nent of $lOOQ..OO balance due H. VI. White Electric Company fo:r installation of police
<br />'I~adio. The ayes and nays were called, councilmen voting aye, Hendershott, Reid~
<br />,:Page, Hanns, Farrington, Bond and Carlson; nay,. none; absent, none. Councilman Lamb
<br />4 i!acting in the capacity of Mayor did not take part in the voting..

<br />Request of Walker Range for cancellation of 10%. interest and penalty on Lot ~
<br />!810ck 8, College Hill Park Addition with the prOVision that interest at the rate of
<br />~:6% would be paid, was denied by the Finance Committee. Upon motion made and seconde ,

<br />,I John Hakanson s offer of $150..00 for Lot 4, Block 21, City Outl,ook Addi tion
<br />ilwas denied by the Finance Commi ttee and upon motion made, seconded and duly carried,
<br />1'6 lithe recommendation of the committee was approved.

<br />11 Councilman Hanns, chairman of the Fire and Water Committee, recommended the
<br />ilinstallation of a street light in the alley between Willamette and Park and 7th and
<br />,18th and four lights be placed in Skinner Butte Park wi th the switch for the same be
<br />liplaced at the present switch box. 'fhe recommendation of the committee was unani-
<br />/7 iIDously approved.

<br />~ The construction of a new fence around th~ deer and elk corrals was intro-
<br />,duced to the council by Mr. Page, chairman of the/Park Committee. He stated that
<br />!;approXimately 6000 feet .of fence would be requlr~d to make it dog-tight as well. as
<br />I\deer-proor. It was estimated that the better tY,I;fe of fencing would cost about $1.93
<br />,Iper yard and the less expensive or rabbit and puu.ltry-type about 60~ per yard. Mr.
<br />i~age stated that fencing with the better type of material would cost around $1200..00.
<br />!lcoUnCilman Reid suggested reducing the size of the elk corral. Councilman Page
<br />istated that if this were acted upon that funds should be taken from the emergency
<br />~und by reason of the fact that it was actually an emergency. It was moved and
<br />I~econded that the question be referred to the Park Board and City Engineer and
<br />~hat the city recorder advertise for bids for fenCing upon request of the Park Board.
<br />(8 !iFurther, to make this a WPA project, if pOSSible and it was so ordered.

<br />,I Councilman Page ,. chairman of the Park Gommi ttee, reported completion of work
<br />:~n parking strips at Villard and Agate, lookout in Hendrick's Park and the bear pen.
<br />~e also mentioned the purchase of a new lawn mower for the Park Department. He
<br />I~tated the necessity of a fence around the bear cage to keep the onlookers from
<br />I~Oiing their fingers at the bears and being bit. It was moved and seconded that the
<br />!Park Board proceed with construction of this additional fence and the costs of the
<br />9 lisame be taken from the emergency fund.

<br />ii The Recorder, at the request of Councilman Re id, chairman of the Sewer Com-
<br />!~ittee, presented a communication from Walter Zarewski 1128 Alder Street, concerning
<br />ieacking up of sewer at their residence, submitting a bill for $5.65 paid to Chase
<br />i:t'lumbing Company for labor and adjustments. It was the recommendation of the Sewer
<br />I'pommittee that this request for payment of meney be'd"enied. It was pointed out that
<br />~he roots from the trees adjacent to the property was the source of the trouble.
<br />10 :upon motion made and seconded, the recommendation of the cOIImittee was adopted.
