<br /> Y: Mayor Large. All councilmen were present except Mr. A. A. Reid.

<br /> {"d The minutes of the meeting of July 12, 1937 were presented and as there
<br /> 2 were no corrections, they were ordered filed.
<br /> The Shell Oil Company asked the council to grant fipecial permit for erec-
<br /> tion of a 7300 gallon diesel oil tank on their plant property located at 245 Jack-
<br /> son Street. City Engineer stated that the location was satisfactory. Upon motion
<br /> /3 made and seconded special permit was ordered granted.
<br /> Councilman Lamb, chairman of the Judiciary Committee, asked for further
<br /> time in the settlement of the claim of Mrs. Etta A. Finnerty for injuries sustained
<br /> by her as a result of a sidewalk fall. This was approved by unanimous consent of
<br /> /4 tne council.
<br /> Relative to the employment of extra policemen for the pageant, Councilman .
<br /> ~
<br /> Lamb reported that steps nad been taken to fulfill the emer-gency. This was also
<br /> confirmed by Councilman Bond who added that five additiona1 special officers had
<br /> /5 been secured during the week of the pageant at a' cost to the city of $80.50.
<br /> I At the request of the Judiciary Committee, a repo::,t on the Frank L. Barber
<br /> request for release of assessment on the east 92 feet of Lot 4, Block 26, First Ad-
<br /> /61 dition Chula Vista Park, was held in abeyance for another two weeks.
<br /> I The Judiciary Committee, by Councilman Lamb, recommended approval of the
<br /> i application of E. M. Rosenberg to conduct a second-hand store at 742 Willamette
<br /> I
<br /> ;71 Street. This met with unanimous approval of the council.
<br /> The offer of Mr. and Mrs. Lawrence Truesdale of $800.00 for the East 48
<br /> I feet of Lot 8, Block 4, Original Plat of Eugene at the rate of $25.00 down and the
<br /> balance at $25.00 per month plus 6% interest on deferred p'9.yments was accepted by
<br /> i the council at the recommendation of the Finance Committee, Arthur Hendershott, I
<br /> 8 I chairman.

<br /> I The $1200.00 offer of Douglas W. Orme for the East 50 feet of Lots 1 and
<br /> ,
<br /> I Block 8, College Hill Park Addition, was denied by the council and a counter-off~r
<br /> I
<br /> I of $2500.00 extended. It was reported that the Appraisal Committee had valued the
<br /> I
<br /> j property at $2700.00. Upon motion made and seconded, the recommendation of the
<br /> 9 Finance Committee was unanimously approved.

<br /> I The bid of $500.00'for Lot 2, Block 6, R. F. Scott's Addition as submitt d
<br /> II by Frances E. Baker, was denied by the council and a counter-offer of $807.81, whi
<br /> is the city's interest in the property, extended. The appraised value was set at
<br /> Ii $800.00. This recommendation of the Finance Committee was upon motion made and
<br /> ,10 :1 seconded, approved.
<br /> I Mr. Hanns, chairman of the Fire and Water Committee, asked for special
<br /> 1
<br /> permission to purchase two additional fire hydrants. He stated that the budgeted
<br /> I hydrant account was exhausted and the need for hydrants in cases of emergency must
<br /> be met. He suggested use of funds from the fire hose account. The Committee was
<br /> II granted authority to purchase two hydrants with funds to be obtained from the fire
<br /> Ii .

<br /> Councilman Farrington, chairman of the Health Corrmittee, reported it was
<br /> Ii
<br /> II the recommendation of the Health Committee that a Sanitary Inspector be employed
<br /> at a cost to the city of $300.00 for the balance of the year 1937. At this point
<br /> I a letter signed by members of the Health Committee, to-wit: A. C. Farrington, C. C
<br /> Page and Fred C. Carlson (signed on recommendation of the Health Board) was intro-
<br /> duced, endorsing such a program. it was moved and seconded that the recommendatio
<br /> of the Health Committee be adopted. The question was oper.ed for discussion. Mr.
<br /> Lamb as well as Mr. Bond openly expressed the opinion that: the matter should come
<br /> before the forthcoming budget committee since no allowanCE: at the present time had
<br /> been made for such provision. Mr. E. A. Barette, loc.al cltizen, opposed the ad-
<br /> ditional service, pointing out that the council had seen f'it to operate economical y
<br /> in the past and could see no reason for the additional burden. He stated that
<br /> other municipalities had been compelled to withstand expenses far greater than I
<br /> expectations as a result of a sanitary inspection service. Mr. F. G. Reese, anoth r
<br /> I member of the ci tizen group, sustained the opinion expresfied by Mr. Barette. He
<br /> advised the council to take steps to decrease taxes rather than increase them. As
<br /> 11211 there was no further discussion, Mayor Large called for votes on the proposed em-
<br /> ployment of a Sanitary Inspector for Eugene and Lane County and the councilmen
<br /> voted as follows: Aye, Page, and Farrington; Nay, Lamb, Hendershott, Hanns, Bond,
<br /> and Carlson; Absent, Reid.
