<br />Frank B. Reid addressed the council on behalf of 174 petitj.oners, all residents of 11th
<br />Avenue West. requesting 11th Street fram Wil1amette Street west to the city limits be made a throug
<br />street. He further presented a letter from the Kiwanis Club endorsing this safety program. He
<br />stated that in the year 1937 there were 54 accidents on West 11th Avenue in which seven were injure
<br />and sent to the hospital, and 6 fire plugs broken. He further revealed that there are three times
<br />as many accidents on 11th Avenue West as there are on West 6th, and strangely enough 6th Avenue
<br />West has eight times as much traffic. Mr. Reid felt that the traffic nituation demanded immediate
<br />attention and respectfully asked for the council's consideration. Cowlcilman Bond, Chaiman of the
<br />Police Committee, made a motion requesting the City Attorney to preparl~ an ordinance creating 11th
<br />Avenue West from Willamette Street to the City Limits a through street" Motion was seconded and
<br />duly carried.

<br />Block 3. Agate Plat, was presented by the Finance Committee. The Mayo:[' and Recorder were au-thorize~
<br />to execute a warrant in the amount of $22.82 to pay taxes and accept the offer for the property tha
<br />the County Clerk has on file. Upon motion made and duly seco:oded, this action was unanimously ap-
<br />proved.

<br />The Finance Committee offered to take $200.00 for the East 60 feet of Lot 1, Block 6,
<br />Ri-.erwood Addition, in which property Neil Bond has signified his interest. with the understanding
<br />that Mr. and Mrs. R. G. Richards pay $75.00 for the West 11.69 feet. The council stipulated that
<br />both parties must accept. Upon motion made and seconded, the recommendation of the Committee was
<br />duly approved.

<br />The $520.68 offer of Norman F. Schneider for Lot 2. Block 2. West Sixth Street Addition
<br />was approved by the Finance Committee provided a down payment of $106.51, amount of taxes due, is
<br />made rather than the $40.00 which the party has offered to pay. Upon motion made and seconded, the
<br />recommendation of the Finance Connni ttee was unanimously accepted by the counoil.

<br />The $450.00 cash offer of Clyde McDougall for the 80 x 80 feet lot on the west side of
<br />Madison Street, beginning 81.19 feet south of Ninth Avenue West, was denied by the Finance Committe
<br />and a counter-offer of $1000 extended for his consideration. Upon motion made and seconded, the
<br />reoommendation of the Committee was duly approved.

<br />The $500.00 cash offer of Mr. and Mrs. Jack Kesling for the "North 73 feet of Lot 1 and
<br />the North 73 feet of the East 6.8 feet of Lot 2, Block 11, James Huddleston's .Amended Addition".
<br />was denied by the Finance Committee and a counter-offer of $1510.53 eJ:tended for Lot 1 and the eas
<br />6.8 feet of Lot 2, Block 11, Huddleston's Amended Addition. The coun(}il stipulated that no divisio
<br />of the property is to be made. UP9I1 motion made and seoonded, the Coramittee's action on this pro-
<br />perty-proposal was duly sustained.

<br />was denied by -the Finance Connni ttee and a counter-offer of $750.00 ex'l:;ended for the purchaser's
<br />oonsideration. Upon motion made seconded and duly carried, the recommendation of the Committee

<br />was denied by the Finance Committee and a counter-offer of $275.00 exl:;ended. Upon motion made and
<br />9 seconded, the Committee's recommendation was approved.

<br />The $500.00 cash offer of Thelmer J. Nelson for Lots 4 and 5, Block 5, Driverton Ad-
<br />dition and Lots 8 and 9, Block 6, ,Pearl Addition was, accepted by the Finance Committee on the con-
<br />dition that the purchaser build within a period of six months. Upon motion made and secomed, the
<br />recommen:lation of the Connnittee was accepted.

<br />The $550.00 cash offer of Anse yornell (By K.K. Folgedalen( for the South 21.47 feet
<br />of Lot 2 and all of Lot 3, Block 32, Gross Addition, was rejected by the Finanoe Committee and a
<br />counter-offer of $1052.25 extended for the purchaser's consideration. Upon motion duly made and
<br />seconded, the recOlIltlElndation of the Committee was approved.

<br />The $550.00 cash offer of E. H. Thompson for the West 75 feet of Lot 1, Block 7,
<br />College Hill Park Addition, was rejected by the Finanoe Committee and a counter-offer of $750.00
<br />extended. Mr. Thompson being present at the meeting, inoreased his former offer of $550.00 to
<br />$650.00. Upon motion made and seconded, Mr. Thompson's second offer was accepted by the council
<br />on the condition that he build wi thin a period of six months and it was so ordered.
