ADMINISTRATIVE ORDER NO. 58-17-07-F <br />Public Works Department <br />City of Eugene, Oregon <br />AMENDMENT OF THE CITY'S PARK AND OPEN SPACE RULES AND <br />REPEAL OF ADMINISTRATIVE ORDER NOS. 58-16-05-F AND 58-17-04. <br />The Executive Director of the Public Works Department of the City of Eugene finds <br />that: <br />A. Section 2.019 of the Eugene Code, 1971 authorizes the City Manager to adopt rules <br />for administration of provisions of the Eugene Code. Pursuant to the authority of Administrative <br />Order No. 21-03-12 issued by the City Manager, the Executive Director of the Public Works <br />Department is authorized to regulate City parks, protect park visitors and the park environment, <br />and adopt rules regarding the use of parks. <br />B. On September 9, 2013, the City Manager issued Administrative Order No. 21-13- <br />01 reaffirming me as the Executive Director of the Public the Works Department. <br />C. On April 18, 2016, 1 issued Administrative Order No. 58-16-05-F adopting the <br />City's Parks and Open Space Rules. On March 16, 2017, 1 issued Administrative Order No. 58- <br />17-04 adopting a temporary amendment to the Park Rules by adding subsection (10) to Rule 1.030 <br />to establish regulations specific to unauthorized vehicles parked overnight in parks. That <br />temporary Rule will expire on September 12, 2017, and is included in these proposed Rule <br />amendments to be adopted as a permanent Rule. <br />D. On May 2, 2017, 1 issued Administrative Order No. 58-17-07 proposing to amend <br />the Park Rules as, generally, described below: <br />1. ' Park Rule 1.004 (Use Permits). Require that a Special Event Permit be <br />obtained if an event will use amplified sound for any period of time, eliminating the current <br />two hours of amplify sound threshold. <br />2. Park Rule 1.007 (Possession or Consumption Alcoholic Liquor). <br />(a) Eliminates the current distinction between hard liquor and other <br />alcoholic liquor. <br />(b) Unless authorized under a Standard Use Pen -nit or a Special Event <br />Permit, the possession and consumption of all alcoholic liquor in all parks is <br />prohibited. <br />(c) Unless permitted by authorized City staff, the possession and <br />consumption of alcoholic liquor at or near the Alton Baker Park Disc Golf Course <br />and BMX Track is prohibited. <br />3. Park Rule 1.010 (Prohibited Activities). <br />(a) Remove the prohibition on commercial photography and filming at <br />I lendricks Park and Owen Rose Garden. <br />Administrative Order — Page 1 of 36 <br />
