<br /> Councilman Farrington, Chairman of the Health Committee, reported that Dr.
<br /> James A. Flanigan, Veterlmirian, has asked for special permit to. wa~ve certain
<br /> building restrictions to ~llow the erection of an animal hospital on the premises
<br /> that he now occupies at 739 High Street. After much discussion, ,the matter was re-
<br />19 ferred to the Board of App~als to report at the next meeting of the council and it
<br /> was so ordered.

<br /> Councilman Farrington further reported that he wished the office of the I
<br /> City Recorder to contact Rev. D. M. Higby, 205 East 4th Street, Albany, Oregon and
<br /> request the immediate completion of demolition of his building loca~ed at the
<br /> Southwest corner of First and Lawrence Streets in the City of Eugen~, and it was so

<br /> watchman be deputized to look after the Spencer Butte property as there has been
<br /> considerable hunting and snotting on'bhahproperty since acquisition by the city. Mr.
<br /> S. M. Cilkins, City Attorn~y, stated that the council should pass an ordinance givin
<br /> the Chief' of' Police power to deputize officers with power to make arrests and bring
<br /> such individuals before the Recorder's Court. Mr. Calkins was instructed to prepare
<br /> such an ordinance. It was understood that the_ officer or officers so appointed woul
