ATTACHMENT B <br /> <br /> RESOLUTION NO. <br /> <br /> A RESOLUTION ADOPTING THE NATIONAL <br /> INCIDENT MANAGEMENT SYSTEM (NIMS) AS <br /> THE STANDARD FOR INCIDENT MANAGEMENT <br /> IN THE CITY OF EUGENE. <br /> <br /> The City Council of the City of Eugene finds that: <br /> <br /> A. The President in Homeland Security Directive (HSPD)-5, directed the <br />Security of the Department of Homeland Security to develop and administer a <br />National Incident Management System ("NIMS") which would provide a <br />consistent nationwide approach for Federal, State and local governments to work <br />together more effectively and efficiently to prepare for, prevent, respond to, and <br />recover from domestic incidents, regardless of cause, size or complexity. <br /> <br /> B. HSPD-5 requires local governments to make adoption of the NIMS a <br />condition for Federal preparedness assistance beginning in fiscal year 2005. <br /> <br /> C. To facilitate the most efficient and effective incident management, it is <br />critical that the City of Eugene utilize standardized terminology, organizational <br />structures, interoperable communications, consolidated action plans, unified <br />command structures, uniform personnel qualification standards, uniform <br />standards for planning, training and exercising, comprehensive resource <br />management, and designated incident facilities during emergencies or disasters. <br /> <br /> D. The Incident Command System components of NIMS are already an <br />integral part of the various incident management activities throughout the City of <br />Eugene, including the Emergency Management Plan and emergency <br />management training programs. <br /> <br /> NOW, THEREFORE, <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, <br />a Municipal Corporation of the State of Oregon, as follows: <br /> <br /> Section 1. Based on the above findings, which are hereby adopted, the <br />City of Eugene hereby establishes the National Incident Management System <br />(NIMS) as the City standard for incident management. <br /> <br /> Section 2.
