The City Attorney pointed out that the city might be I <br /> liable for damage if car driveTs struck barriers. The School Board withdrew the re <br /> quest and asked only that slow signs be painted on the pavement adjacent to Woodrow <br /> 29 Wilson School. <br /> I <br /> Letter from Health Officer E. L. Gardner revealing the unsanitary conditio s <br /> of the buildings located at 124 and 154 Ash Street, Eugene, and the further revelati n <br /> 30 that two other residences are bein~ planned nearby, was presented and ordered filed. <br /> I <br /> Communication from Alice A. and Elmer V. Hi ssell, r eques t ing that they be <br /> excused from paying the delinquent interest on the last half of the assessment re- <br /> lating to Lot 10, Block 7, Scott's Addition to the City of Eugene, was presented. <br /> Upon recommendation of the Judiciary Committee, therequest was upon motion made and <br /> 31 seconded, denied. <br /> I <br /> Communication from Howard L. Schon requesting permission to operate a <br /> box-ball alley at 12th and Alder Street, was granted by the council until such time <br /> 32 that the University officials recommend that the same be discontinued. <br /> I <br /> Recommendation of the Building Inspector that the house at 530 Eighth <br /> Avenue West be ordered condemned and torn down, was approved by the council and the <br /> City Attorney was instructed to proceed with condemnation of the same. It was <br /> pointed out that this property has been subject to numerous complaints and is owne <br /> 33 by Eli Rubenstein. <br /> I <br /> Request from John Durr asking for a recommendation to waive certain res- I <br /> trictions of the Building Code relative to the house at 1491 Mill Street, was denied <br /> 34 by the Board of Appeals and action sustained by the council. <br /> f <br /> Request from Kieth Fennell for a waiver of the "Set Back" requi remen ts on <br /> Lot 1, Block 4, Shaw's Second Addition, was presented. Th i s lot is located on the <br /> south side of 11th Avenue between Hilyard and Alder Streets and is in B-2 Zone. The <br /> Board recommends that this request be granted upon the filing of a proper contract <br /> to relieve the City of dam~ges in event of widening East 11th Avenue. This action <br /> 35 of the Board was duly approved by the council. <br /> / <br /> Request from R. L. Appling for a permit to erect an open covered driveway <br /> at the rear of his present garage, utilizing the retaining wall one foot inside his <br /> east lot line as a support for the posts on east side of said structure, was pre- <br /> sented. The Board recommended that this permit be granted and the council affirmed <br /> 36 this action. <br /> I <br /> Communication from the Business and Professional Women's' Club protesting <br /> the action of the council in discriminating against women in employment or public <br /> 37 position on account of their marital status, was presented and ordered filed. <br /> , <br /> Report for the month of August from the Police, Engineer and Library, was <br /> 38 presented and ordered filed. <br /> Councilman Carlson reported that the James H. Tierney request for removal <br /> 39 of poison oak from the South Willamette area had been complied with. I <br /> / <br /> Councilman Bond requested that the request of Hershel R. Taylor relating <br /> to truck traffic and speed on 13th Avenue East from Alder to University Street, be <br /> 40 tabled and it was so ordered. <br /> / <br /> The Recorder was instructed to obtain from Wholesalers names of all places <br /> in Eugene where tobacco is sold so that the Police Department could check on those <br /> 41 who have failed to apply for their licenses. <br /> I I <br /> An ordinance levying assessments for the paving of 15th Avenue East from <br /> Willamette Street to Kincaid Street in the City of Eugene, Lane County, Oregon, had <br /> its first reading, and there being no remonstrances nor objections, it passed to <br /> its second and third readings by unanimous consent of the council by title under <br /> suspension of the rule and was placed for final passage. The ayes and nays were <br /> called; councilmen-voting aye; Lamb, Hendershott, Reid, Page, Hanns, Farrington, Bon , <br /> and Carlson; nay, none; absent, none.
