<br />The minutes of the adjourned ~eet~ng of tl:e Common Counoil held at the hour of 7:30
<br />o'olook P:M. April 24, 1939. Mayor Large presided over the meeting. Councilmen present were:
<br />Messrs. Lamb, Reid, Bond, Farrington, Hanna, Page and Koppe; absent, Carlson.

<br />'!he minutes of the previous meeting, April 10, .1939, were pre sented and ordered
<br />filed. The meeting was herewith called to order.
<br />
<br />1~. D. Willis of Route #2, Eugene, addressed the council in behalf of a de1egation'from
<br />Glenwood annexed to the City of Eugene. After considerable discussion by members of the council
<br />and Mr. Willis, it was determined -that a meeting of the rouncil as a committee of the whole
<br />would be held prior to the next meeting of the regular council meeting 1:0 hear the above proposition
<br />by Mr. Willis. 1\fJ.r. Hernan Kehrli, Secretary of the League of Oregon Cities is to be present at .

<br />Councilman Farrington, Chairman 0 f the Finance Committee, recommerrl ed the acceptance
<br />of the offer of B. H. Douglass, in behalf of his client, L. N. Lengacher in the amount of $900.00
<br />cash for Lot 9, Block, 6, Fairmount Addition. (3rd lot North of East 15th Avenue on the West
<br />2.......;;-- side of V~ll.a.rd Street) Upon motion made and seconded the r.ecommenda ti.on -was approved.

<br />, The acceptance of the offer of T.oJ. Casey, $300.bo, $150.00 cash and the balance at
<br />$50.00 per month 'Wiithout interest if ~id in ninety days, for a strip of land 56.33 feet by 217
<br />feet beginning 180 feet East of Polk Street on the North side of West 8th Avenue was recommended
<br />by the Finance Conuni ttee providing Mr. Casey wi 11 deed the alley on North side of all property
<br />from Campbells addition to Polk Street. Upon motion made and seconded the recommendation of the
<br />3 ~ Finance Comrni ttee was approved.

<br />The Finance Committee reported that the cash paynent and the contract for 185 Jefferson
<br />Street, accepted by the Council'April 10, !as not been completed. This is where Mr. Livingston
<br />made an offer of $750.00 for the Gilmore Bros. $lOO.OO'of t1e $150.00 cash payment has been .
<br />made and the contract is not signed. The Committee recommentls thai; the balance of $50.00 be
<br />paid within forty eight hours or the contract will be cancetled. Upon motion nade and seconded
<br />5 and carried, the recommendation of the committee was unanimously approved.

<br />The Finance Committee recommends that the Realty 'Board be notified that the 20% down
<br />payment on all offers be made at the time -!:he offer is turne'd in and before the offer is presented
<br />to the council. Upon motion made and seconded the recorflmend-atioIf of the committee \vasunanimously
<br />approved and it was so ordered.

<br />Councilman Hanns, Chairman 0 f the Fire and Wa.ter -Connnittee reported that the Street
<br />Light at the corner of Third and Monroe Streets was practicaily hidden by the surrounding trees
<br />and requested that the City Recorder notify the Water Board to take ne~essary steps in securing
<br />11 /proper~services from -the street light. Upon motion made and. seconded the request was unanimously
<br />7 JY approved. .

<br />Councilman Koppe~ Chairman of the Health Committee reported that Wir. R. R. Hughes,
<br />caretaker of the City Dump Grounds, had reported the burning- of a considerable' amount of planking
<br />IV and they needed approximately one thousand feet 0 f 3x12 #2 Grade of plank. The matter was referred
<br />8v1i to the City Engineer to see what could be done in the way of. securing necessary plank.

<br />Councilman Page, Chainnan of the Parks Committee,. reported to -the council that the
<br />project for the parks in Skinner's Butte and Spencer' s, Butte were practically completed and
<br />Pe available for this summer's_use.

<br />Councilman Page further reported ,that the various, WPA projects. were progressing very well
<br />
<br />. Councilman Bond~ Cha1i:.tman of the Police Conunittee, , reported the request to have fS- inted

<br />. Mr. Bond further recommended that the City Recorder be insttructed to have 'prepared
<br />cou~tefiY traffic tickets to, be used by the Police Department. for out of town cars during the .
<br />heavy ~ourist traffic expected,this summer. Upon motion made and duly seconded the recommendation
<br />of the _Police Connni ttee was un,animous1y approved.
