<br />The minutes of the previous meeting, May 22, 1939 were presented. and -

<br />A committee of citizens from the Glennwood District appeared before the
<br />council and presented petitions requesting the Eugene Common Council to call a
<br />spe~ial election to vote on the proposed annexation of the dlennwood ~erritory to
<br />the City of Eugene. After considerable discussion this matter wasreferred to the
<br />Judiciary Committee and City Engineer for investigation and study wi th a request
<br />that they prepare an/l ordinance giving tne exa'ci bounds of the terri tory to be
<br />annexed and present such ordinance to the Common Council at its next me~ting which
<br />31 is to" be held ~:m June 26,. The terr~ tory to be viewed by various counC?ilinen, June 13.

<br />Tom Garrett addressed the council in benalf of his previous offer for
<br />the following described property Nor.th 16.,6'of Lot 12 and the .South ;)3.4' of Lot
<br />13, l:Hock 4 Fairmount Kmended addition. Mr. Garrett requested the reconsideration
<br />of his previous offer in the nopesthat the Council mignt see its way clear to
<br />'I accept the same so that the sale. could be made and a new home built. After conside -
<br />able discussion motion was made. and Eeconded that the council instruct the Mayor
<br />and Recorder to execute a bargafn and sale deed only to Mr. Garrett upon payment of
<br />4 the $400.00 as offered and it w~s so ordered.

<br />At this time Mr-. Reid arrived.
<br />
<br />Mr-., Oharles Doan, a resident of N.orth B'end but a property owner of the
<br />City of Eugene, addressed the council concerning a special offer for payment of
<br />assessments against his Eugene owned property. Mr. Do~n was requested to make his
<br />5 offer' in writing to the Finance Commi ttee and L.ien Department of the City of Eugene
<br />
<br />The Judiciary Committee reported that it: had studie.d the conditions
<br />surrounding the car.damagex dlaim in the amount of $22.50 presented py Mrs. H. L.
<br />Hilliard at the last council meeting and recommended that the claim be paid. Upon
<br />6 motion made and seconded the recommendation of the Judiciary Committee was approved

<br />Councilman Farrington, Chairman of the Finance Committee presented the o~ I'
<br />of C,ordelia Evans for client-, Robert L. .Jones, $900.00; .$100.00 down, $125.00 on
<br />delivery of ti:tle, balance payable $225.00 on June 1, 1940 and $225.00 per year
<br />with interest at 6% included in this amount for Lot 1, Block 1, Rughfs Add.ition.
<br />After a short discussion, the council recommended a counter offer of $1200.00 for
<br />the property and if the purchaser tigrees to begin construction of a $6000. 00
<br />residence within six months, the price would be $900.00. Upon motion made and
<br />7 ,. seconded the recommendation was a.pproved.
<br />
<br />The offer of ~. J. Casey, $600.00, $50.00 down and $50.00 a month with
<br />interest at 5% for the pro~rty at the Northeast corner of 8fu. Avenue and Polk
<br />Street was presented. The ~inance Committee recommended a counter offer of $1000.0
<br />interest at 6% for this property and upon motion made and seconded the remmmendatio
<br />8-1 of the Finance Commi ttee wa.s approved.

<br />The offer of Cashman & Proudfit for client, C. D. Quinn" $200.00 cash
<br />for the property 60~x133.68' just north of the alley on the East side of Tyler
<br />Street between Broadway and 10th Avenues was recommended by the Finance Committee
<br />and presented to the Council. Upon motion made and~conded the recommendation
<br />911 of the Finance Committee was approved.

<br />The Finance Committee recommended that the council reject the offer of
<br />Sam Rugh Realty Company for client, O. J. Mc1\:eegan, $750.00, $75.00 down, $.25.00
<br />by July 15, 1939 and $12.00 per month including interest at 0% for the property
<br />at 185 Jefferson Street. Upon motion made and seconded the recommendation the
<br />Finance Committee was approved.
<br />
<br />A request for reaffirmation of acceptance of offer by M. G. Howard;
<br />offer made September 9, 1938 on Lot 10, block 2 and Lot 1, Block 3, Hollenbeckts
<br />addidtion to pay all city liens and taxes and penalties at 6%. The request was
<br />for Lot 1, block 3, only and was upon the recommendation of the ~'inance Committee
<br />rejected.
