Councilman Fred lamb. president of the Council. presided over the .meeting <br /> :J in the absence of Mayor Elisha large. Councilmen present were: Messrs. A. A. Reid. ~~Sam. C. <br /> Bond. Fred Carlson. P. J. Hanna. and Louis Koppe; absent: A. C. - Farrington and C. C. Page. <br /> The minutes of the previous meeting. July 24. were presented and ordered placed. on file. <br /> The opening of Fuel Oil bids was had at this time with preserrtat ion of bids from the <br /> following: J .H. Beck. Union Oil Comp=my, Central Heating Company and General Petroleum C orp o rat ion. I <br /> each company bidding $1.20 a barrel for W16dium Oil No. 300 and $1.10 a barrel fur Light Oil No. 400. <br /> Prices f.o.b. Portland. Upon motion made and seconded the City Recorder was instructed to sign <br /> / contracts with the above four named companies and to ap portion the city's requirements among them <br /> 3 and it was so ordered. <br /> The Recorder opened the bids for the construction of the airport hangar to be completed ~ <br /> as per specifications in the Engineer's Office. Bids were)?resentedfrom the followi~: I. T. Loom s. <br /> 4 ~ ($1.690.00); A. A. Reeves;-($1.555.50); Blair T. Alderman. ($1.493.84); and Arnt Ree. ($1.335.00). <br /> Upon motion made and seconded the contract was awarded to Arnt Ree at $1.335.00 and it was so ordere . <br /> The only bid received for the cleaning of down sp outs and eave troughs on the City Hall <br /> Building was from A. Klasnic. Upon motion made and seconded the bid was awarded to K. Klasnic for <br /> 51 $20.00 and it was so ordered. <br /> Communication was presented by the City Recorder from the Police Committee on the parking <br /> meter situation stating. that the Recorder had vvritten numerous parking meter companies for inforrrati n <br /> on their respective machines and reported that interviews and demonstrations had been offered on <br /> the Dual, Miller, Karpark. Mark.- Time and Darling Meters. As proposals were ~ceived by the Police <br /> Committee up to five o'clock p.m. August 14, the connnittee requested until August 28, to make a <br /> % study of said proposals and report its recommendation to the Council at that time. Upon motion made <br /> 6 and seconded the request was unanimously granted. <br /> Communication from the E. H. Peterson Company with attached petitions signed by a consider ble <br /> number of people opposing the installation of parking meters was presented. at the conclusion of I <br /> which 1~. Peterson briefly addressej the council on the question. The City Recorder at this time II <br /> pointed out that one of the paragraphs of the petition was not in line with the facts because no <br /> tax payer's money would be used either in the installation or maintenance of parking meters. <br /> R. W. Prescott addressed the council stating that from public statements it would appear that the <br /> Real tyBoard was promoting -the petitions in opposition to parking meters but explained that this <br /> was not a fact because many of the local realtors were in favor of a fair trial of the meters and <br /> further. it was the opinion that if enough money was derived from the meters to help in the natter <br /> of policing traffic and thus relieve the tax payers in the property tax for that purpose that the <br /> meters should be given a trial. Mr. Prescott closed. his remarks with a statement that many of <br /> the realtors had all the confidence in thew-orld inthe actions of the Common Council and that lhe <br /> wanted them to know that he personally favored a trial of the parking meters. The City Recorder <br /> also presented communication from Charles Sterling highly approving the installation of parking <br /> 7/ meters in the City of Eugene. <br /> Councilman Carlson, acting as chairman of the Finance Committee in the absence of A. C. <br /> Farrington. reported the recommendation of the offer of Mrs. R. A. Babb. $100.00 cash. for ~hat <br /> part of Lots 2 and 3. Block 28, Fairmount Addition that lies bebveen her present home and the home <br /> I of Mahlan Sweet. Upon motion made and secorrled the reconnnendat ion of the Finance Committee was <br /> 8~ unanimously approved. <br /> Councilman Carlson also reported the recommendation of the offer of J. F. Berger for <br /> client, J. G. Grimes. $820.00. $164.00 cash and the balance at $10.00 per month plus 6% interest <br /> for Lot 4. Block 6. Cheshire's Addition. known as 142 Jefferson Street. Upon motion made and <br /> 91/ seconded the recommendation of the Finance was unanimously approved. <br /> The offer of E. H. Peterson Company for client. Austin Dodds, $500.00. $100.00 cash and I <br /> the balance at $20.00 a month including interest at 6% for Lot 11, Block 11, Hendrick's Addition <br /> (240 feet north from the northwest corner of 17th Avenue and Charnelton Street) was presented to <br /> the council with the recommendation of the Finance Committee. Upon motion made and seconded the <br /> 10 U recommendation of the Finance Committee was unanimously approved. <br /> The offer of Edith F. Gardiner for client. Ed Walder. $200.00 cash for Lot 4. Block 3, <br /> Whitney Addition (66.8 feet east of the southeast corner of 16th Avenue and Olive Street-\vas <br /> presented to the council with the recommendation that the offer be rejected. Upon motion made I <br /> 117. and seconded the recommendation of the Finance Commttee was unanimously approved. <br /> The offer of C. F. Hyde Realty Company for client Dewey Campbell, $550.00 cash for Lot 4 <br /> Block 8. Hollenbeck Addition, (113 feet south of southeast conner of 16ht Avenue and Washington <br /> Street was presented. The Finance Committee recOInmemed tha. t a price of $650.00, and if Mr. Campbel <br /> begins building a house on the property within thirty days, he would receive a crdit of $100.00 <br /> 12\ on the property. Upon motion made and seconded the recorn:rrendation of the Finance Committee was <br /> unanimously approved. <br /> The offer of C. F. Hyde Realty Company for client William McBee, $2,000.00. $200.00 <br /> cash and the balance at $25.00 per month inclusive of interest at 6% for the south 101.32 feet of <br /> ~ <br />
