<br /> I Communication was presented from the Board of Appeals in whioh C. L.'Bessonette requested
<br /> a permit to erect a flue which' does not meet with the requirements of the Building Code, but passes
<br /> the Underwriters' speoifioations. As the Board recommends that the permit be granted, provided
<br /> he meet the conditions imposed by the City Building Department, motion was made and seconded'that

<br /> 'The Board af Appeals oommunication also presented a request from LeRoy D. Peterson,
<br /> aocompanied by plans' and a letter from citizens waiving objecti ons to fue proposal; asking for a

<br /> , Street and Twentieth Avenue into an flpartment house. One resident of the block appe~ring personally

<br /> Further communication from the' Beard of Appeals stated that a'letter had been received
<br /> from the E. H; Peterson Compa~ in behalf~ client J. C. Watts, stating that in the,client's
<br /> offer"to purchase Lots 5 and 6, Block 6, Lizzie Luclooy Addition he would do so an condition that
<br /> he be permitted to erect multiple residences on each lot. The Board reoommends that the council
<br /> I extend the present. R-2 Zone to the alley west of Charnelton Street and south to Seventeenth,Avezme.

<br /> The request of E. U. Lee asking permission to move a small house from fue old Luckey
<br /> Property to the rear of his lot at 1040 High Street waiving the one hour fire resistive requirements
<br /> 11 for Zone 2, although denied by the Board of Appeal s, was presented and action taken at the beginn:iJo:g
<br /> of the council meeting. (See paragraph 2)
<br /> I The Board' of' Appeals reported the. t Carl Washburne had asked for a permit to erect a
<br /> one story building 50 feet by 22 feet of brick veneer on the east side of Olive Street between
<br /> Broadway and Tenth Avenue. The Board recommended that this request be denied and upon motion made
<br /> 19./ 'and seconded the recommendation of, the Board was unanimously approved.
<br /> A further request recammended by the Board of Appeals was that received from H. D.
<br /> Ryan for a permit to erect a duplex residence at 954 'Eleventh Avenue West. As the Boord of' Appeals
<br /> 20J 'recommended the granting of the request, motion was made and seconded that the recommendation of
<br /> the Board be unanimously approved~
<br /> Communication was presented from the Allied Art'Studios of Portland in which they
<br /> requested the cooperation of the City of Eugene to place a banner in the city to advertise the
<br /> approaching annual Oregon State Fair to be' held in Salem in September. Upon motion made and seconde
<br /> 21./ the request was granted with the provision that the placement of the banner will be supervised by
<br /> City Engineer Clubb.
<br /> 22\../ A monthly Library report for the month of August, 1939 was presented and after noting
<br /> its contents, was ordered placed on file.
<br /> An ordinance submitting the question to the electors of the City of Eugene and to the
<br /> electors of that portion of the Glenwood hereinafter described, the question "For Annexationll or
<br /> IIAgainst Annexation" of such area and ordering a special election be held in such area and in the
<br /> City of Eugene on the 5th day of OctOber, 1939, designating polling places, appointing clerks and
<br /> judges of election, and 'all acts necessary for the carrying on of said election, ahd declaring, an
<br /> I 23J emergency was presented to the council for its first reading and failing to secure a unanimous
<br /> vote for suspension of the rules was held to the next 'council meeting for its passage.

<br /> No. 674, (approved) Russel D. Evanst 515 West Tenth Avenue, No. 675, (approved). The GilmorEf-"
<br /> Oil Compa~ requested curb cut permits at the northeast corner of 10th and Charnelton Streets
<br /> and the northwest corner of 10th and Pearl Streets, Nos. 676 and 677. City Engineer Clubb reported
<br /> I that the cuts as requested and the service station as laid out takes five parking places out of
<br /> the street and would recommend that these two be referred to the Street Committee with power to
<br /> 'J' act. Upon motion made and seconded the recommendation of the City Engineer was unanimously
<br /> 24 approved.
<br /> At this time the question was presented in connection with making an annual charge for
<br /> J curb cuts. After a short discussion the matter was left in the hands of the Street Committee and
<br /> 25 City Attorney to bring in a recommendation at the next meeting of the council.
<br /> An ordinance amending Section 30f Ordinance No. 8600, Second-Rand Dealers Ordinance
<br /> was presented to the council for its first reading and passed to its second and third readings by
<br /> title under suspension of the rules by unanimous consent of the council. The ayes and nays were
