Tharp for driving while under the influence of intoxicating liquor. It was learned <br /> that C. H. Tharp was mentally ill at the time of the complaint. and though he pleaded guilty' to the I <br /> charge, was not wholly responsible for his conduct. The Recorder pointed out that Mr. Tharp was <br /> now in the State Hospital and it was his desire to credit Mr. Tharp wi th $2.00 for each day that he <br /> ~ served in the State Hospital; said money to be returned to Mr. Tharp's daughter, who is in need <br /> 25 I of financial assistance. Upon motion made and seconded the request was unanimously approved. <br /> A resolution was presented in Which the council directed the Recorder's office, in <br /> preparation of the annual budget, to assemble and tabulate the material necessary for an intelli- <br /> gent consideration of the city's affa,irs and the preparati,on of its buiget, and to have the sans <br /> ~readY for use qy the local budget committee when it is appointed and shall assemble. U,Pon moti on <br /> 2 made and seconded the resolution was unanimously approved. . <br /> RES 0 L UTI 0 N <br /> , <br /> WHEREASF heretofore for many years the office of the City Recorder has <br /> assembled the infonmtion and tabulated it, for use by the Budget Committee in <br /> preparing the annual budget for the city, and <br /> WHEREAS, the State local budge~ law in direoting the preparation ,of a <br /> budget, has merely provided that the City shall prepare its arinual budget without <br /> designating particular department with reference to its preparation, t < <br /> t , Therefore <br /> e <br /> In order to conform to the practice heretofore followed in "the prepara ti. on <br /> of the annual buiget, the Council directs the Recorder's office for this $nd~,JE~n~uing I <br /> budgets, to assemble and tabulate the material necessary for an intelligent considera- <br /> tion .of the city's affairs and the preparation of its budget, and to have the same ready <br /> for use by the local budget committee Whe~ it is appointed and shall a~semble. <br /> The City Recorder at this time read the notice for bids for ptrking Ireters and proceeded <br /> with the opening and reading of bids for ~he same. Bids were presented from the foll~dng <br /> companies: Pacific Parking Meter Corporation, (Mark-Time); Dual Parking Meter Company, (Dual Me-ter) <br /> K. E. Erickson Company, Inc. (Tri-Coin meters); Graybar Electric Co., Inc. (Karptrk meters); <br /> / Duncan Meter Corporation ( Miller Meter) and Oregon Parking Meter Company (Electric Parking Meters) <br /> Mayor Iarge referred the bids to the Police Committee to make their decision and stated that he <br /> 27 would call a special meeting of the council to act upon their recommendation. <br /> At this time Mayor large named the follovling individuals to comprise the Budget Connnittee <br /> for the 1940 Budget: John Snelstrom, Julio W. Silva, Walter Swan, Merril H. Kendall, wm. Bartle, <br /> E. U. Lee, J. D. Hamlin, and Ben Perlich. Upon mbtion made and seconded the council unanimously <br /> 2 affirmed the above as members of the Budget Committee. <br /> Councilman Hanns requested that a study be made of the traffic hazard at 13th and <br /> d9 Wi 1 lamette Streets. The matter was referred to the Police Committee to investigate and report <br /> back at the next council meeting. <br /> Upon motion made and seconded the meeting of the co~cil was adj ourned. <br /> C. The ayes and nays were called, councilmen <br /> voting aye: Iamb, Bond, Hanns, and Page; nay: Reid, Carlson Farrington and Koppe; absent: <br /> none.
