<br />~: . The minutes of the adjourned meeting of the Common Council held at the hour I
<br />;.~; of 7:30 oJclock P.M. November 27, 1939. Mayor Large presided over the meeting.
<br />. Councilmen present were: Messrs. A. A. Reid, P. J. Hanns, C. C. Page, Sam C. Bond,
<br />lv-!\.. C. Farrington, Fred Carlson, and Louis Koppe; absent: Fred E.. Lamb.

<br />t~ The minutes of the previous meeting, November 13, 1939 were presented
<br />~~and ordered placed on file.

<br />~. Bryant DeBar, local insurance agent, addressed the council asking permission I
<br />to write the Treasurer's Surety Bond for the year 1940. Mr. DeBar explained that
<br />e should have received the business for 1939 but through some misunderstanding it
<br />was given to another person and that the council then intended to give the business
<br />3.... to him, Mr'. DeBar, for the year 1940. The request was referred to the Finance Commit ee.

<br />Mr. Abe Bangs addressed the council concerning the rejection of his request
<br />lfor a hotel zone. Mr. Bangs stated that his hotel contains as many rooms as the Smee
<br />Hotel or the Hoffman Hotel and even though his customers were fifty percent ~ransient
<br />tnd fifty percent permanent customers he felt he should be given some considerat. ion.
<br />Councilman Farrington said that the customers have to have some place to stop and
<br />start and Mayor Large was of the opinion that all hotels should be granted the ~ame
<br />~riVileges. Councilman Reid said that the butchershops want a space in f'ront of thei
<br />I lace of business and Councilman Bond said that if spaces are granted for all request
<br />here will be too many reserved spaces. Additional discussion was had after which
<br />~he Bangs request was referred to the Police Committee to consider granting a hotel
<br />4-zone on Olive Street instead of 8th Street was was previously requested.
<br />
<br />I Complaint was made concerning the increasing amount of Double Parking taking
<br />blace on the streets of the city. Councilman Hond reDorted that the Folice Committee
<br />~as waiting the installation of the parking meters an~ the arrival of steel posts
<br />I or the new traffic signs before conducting a vigorous campaign on traffic regula-
<br />0' t ions down town. ..
<br />
<br />The Judiciary Committee represented by City Attorney Calkins, reported on th IU
<br />damage claim of Estella V. Norris in which she was injured when raIling on the side-
<br />walk in front of the Buster Brown Shoe Store and Lerner's Dress Shop. The Committee
<br />recommended that a settlement of $150.00 be allowed, the warrant being made payable
<br />/ to Estella V. Norris and William bast, Attorney. Upon motion made and seconded the
<br />6 recommendation was unanimously approved.
<br />
<br />Counci~man Farrington, Chairman of the Finance Committee, presented the
<br />property offers beginning with the offer of G. E. Hastings, for client Church of
<br />Christ by H. Orlille Powell, $750.00, $250.00 cash and the balance at $25.00 per
<br />month including interest at 6%~for the West 100 feet of Lot 10, Block 4, Kelsy's
<br />Second Addition. The r'inance Committee recommended the acceptance of this offer and

<br />7 upon motion made and seconded the recommendation was unanimously approved.
<br />
<br />The Finance Committee presented the offer of Carl L. Dolynook, $125.00,
<br />$10.00 cash and the balance at $10.00 per month plus interest at 6% for the West ~O
<br />feet of Lot 1 and the West 50 feet of the North 30 of Lot 4, Block 5, Cheshires
<br />Addi tion, wi th the recommendation that the offer be accepted on the condition that '-
<br />the cash payment be $25.00 instead of ~10.00. Upon motion made and seconded the
<br />8 recommendation was unanimously approved.
<br />
<br />The Finance Committee recommended the acceptance of the offer of H. E.
<br />Cully for clients, Mr'. and Mrs. Thurman S. Paterson, ~p900.00 cash for the South one-
<br />half of Lot 5 and all of Lot 6, ~lock ~2, Gross Addition.. He intends to build not
<br />less than a $4000.00 home and requests a refund of ~100.00 if home is built and
<br />occupied within six months Tram issuance of the deed. Upon motion made and seconded I
<br />9 the recommendation was unanimously approved.
<br />
<br />The Finance Committee recommended a counter offer of $750.00 on the offer of
<br />Louise Wetterstrom, $500.0a, $100.00 cash and the balance at $25.00 per month plus
<br />interest at b% for part of Lot 2, Block 6, Scottrs Addition and also the Nocth 67
<br />feet of Lot 2, Block 6, Ellsworth Addition; he intends to build a duplex. Upon
<br />lclmotion made and seconded the recommendation was unanimously approved.
<br />
<br />The $250.00 cash offer of Giustina Bros. for Lot 4, Block 4, Blair Street 1-
<br />Addition was recommended for acceptance by the Finance, Committee and upon motion
<br />11" made and seconded the recommendation was unanimously approved. __
<br />
<br />The $128.[9 cash offer of Paul Hadley, for Lots 8 and 9, Block 3, Driverton
<br />Addition was recommended for acceptance by the Finance Committee and upon motion
<br />made and seconded the recommendation was unanimously approved. It w~s pointed out
<br />that M~~ HadLey was the original owner of this lot and the city allowed him to
<br />10 redeem it.
<br />
<br />The offer of Ramey Hugh for client, Earl Byrom, $475.00, $47.50 cash and the
<br />balance to be paid on or before two years in two equal paymen~s, annual of $213.75
<br />plus interest at 6% for Lot 6, Block 8, Hollenbeck;(He intends to build a house withi
