<br />::.~ The minutes of the adjourned meeting of the Common Council held on April
<br />22, 1940 at ?:30 o'clock p.m. Mayor Elisha Large presided over the meeting.
<br />Councilmen present were: A.A."Reid, P. J. Hanns, Sam C. Bond; A. C. Farrington,
<br />E. A. Barette, H. J. Cox and Louis Koppe; absent: Fred Carlson.

<br />The minutes of the previous meeting, April 8, 1940, were presented and
<br />placed on file.

<br />, Mr. C. R. Manerud of the Manerud-Huntington Fuel Company addressed the
<br />council concerning the working out of an agreement between their company and the
<br />City of Eugene as to constructing a.road just north of the city street property
<br />IQOcated on 3rd and Lincoln Streets across the Southern Pacific railroad tracks in
<br />order to have access to some of their property that lies east of the city property.
<br />,The mayor requested them to present their problem to the Finance Committee and
<br />3/ldirected the Finance ~ommittee to report back at the next council meeting.

<br />, Tracy Stocker of C & S Electric Company addressed the council aSking 0
<br />~or a special permit to make improvements on the sign for Seymour's Cafe. Mr.
<br />~tocker presentecl detailed colored drawings upon the proposed change and upon motion
<br />4/ made and seconded the City Engineer's office was instructed to issue a special permit.

<br />I Judge E~ O. Potter, Chairman of the City Planning Commission, addressed the
<br />pouncil stating it was the commission's belief that 13th Street East between Kincaid
<br />~nd University should be closed before there is serious in@ury or death to students
<br />~ecause of excessive traffic. Judge Potter said that the Commission felt it might be
<br />~ossibleto open 15th Street from Kincaid to University but,in order to make a rec-
<br />~mmendationto the council it was necessary to receive certain Engineering data and
<br />~heir purpose in being present was to obtain the council's authorization to do the
<br />pecessary engineering work and supply necessary help to the City Engineer to do the s me.
<br />pouncilman Reid expressed the opinion that the University of Oregon should give this
<br />~ngineering data. Councilman Hanns raised the question as to what funds would be use
<br />~o pay for the extra help. City Engineer Clubb explained that his office did not
<br />have sufficient help to undertake extra work at the present time and it would be
<br />pecessary to have additional help if his office was to do this engineering work.

<br />Vpon motion made and seconded the City Engineer was instructed to do this work. Upon
<br />Fhe recommendation of Councilman Hanns, Mayor Large insttucted the City Engineer to
<br />bring to the next council meeting a statement of estimates so the council could deter
<br />5Y rll ine from which account the money would be expended.
<br />
<br />I Frank B. Reid, Attonney, addressed the council concerning the enforcement
<br />Qf the garbage ordinance and requested that the enforcement of the ordinance be post-
<br />poned until a meeting could be had between the Health Committee, Caretaker of the Cit
<br />IDumpgrounds and the garbage haulers. Councilman Cox asked the counci~ for expression
<br />As to their desire and the Health Committee was instructed to bring in a report at th
<br />~ext meeting with a recommendation to the solution. S. M. Calkins, City Attorney,
<br />explained the whole garbage disposal problem and Councilman Cox sta~ed that his
<br />60/ committee would set a time at a later date for this joint meeting.

<br />II Mrs. Sunderland addressed the council asking for permission to operate a
<br />~railer soft drink, ice cream and candy wagon in Skinner Butte Park. Upon motion mad
<br />? ~and seconded the requ~st was granted.
<br />
<br />II Councilman Farrington, Cha~rman of the Finance Committee, presented the
<br />~roperty offers beginning with the offer of Mariette Sullivan, $300.00, $60.00 cash
<br />~nd the balance at $10.00 or more per month plus interest at 6% for 'Lot 8, Block 5,
<br />€heshires Addition (254 feet South of the Southwest corner of 1st Avenue and Washing-
<br />tcnStreet). The Finance Committee recommended the rejection of the offer and motion
<br />8/ias made and seconded approving the recommendation of the, committee.
<br />
<br />II The Finance Committee recommended the acceptance of the offer of Henry Whitt 11:
<br />$150.00 cash, for Lots 1 and 2, Block 4, Blair Street Addition (136.8 feet north of
<br />the corner of 2nd Avenue and E Street). Motion was made and seconded unanimously
<br />9 II' Approving the recommendation of the Committee.
<br />
<br />II, The Finance Committee recommended a $400.00 counter offer wit~ a $50.00 refu d
<br />if construction starts in sixty days on the offer of Edwin M. Hansen, $323.00 cash,
<br />tor Lot 1, Block 8, Walter.s and Seifferts Addition (Southwest corner of 5th Avenue an
<br />TYler Street). Motion was made and seconded unanimously approving the recommendation

<br />I~ _ The offer of Edwin M. Hans ~~ was pre s en ted, $120.00, $25.50 cash and the
<br />Balance by October 1, 1940 for the South 50 feet of Lot 2 and the South 50 feet of
<br />iot 3 and the East 5-2/3 feet of the north 110 feet of Lot 3, and the West 5-2/3
<br />feet of the north 110 feet of Lot 2, Block 8,' Croner's Addition (Southwest corner of
<br />1th Aven~e and Tyler Street). The ,Committee recommended that this offer be held to
<br />bontact the property owners to give them a chance to purchase the prpperty and the
<br />
<br />11, ~ecommendation was unanimously approved.
