NOTICE OF SPECIAL COUNCIL MEETING To the Members of the Common Council of the City of Eugene: I I;........:,.....l'" NOTICE IS HEREBY GlVENt That on this 30th day of April, 1940, the Mayor of the City of Eugene hereby calls a meeting to be held at 7:30 o'clock p.m. in the Council Chambers in the City Hall in the City of Eugene for the consideration of the follow- ing matter: To hear matters pertaining to the I.O.O.F. Cemetery at 15th and University Streets, presented by the Special Cemetery Association Committee. Eugene, Oregon, April 30t 1940. I /s/ Elisha Large, Mayor Council Chambers, Eugene, Ore. A ril 30 1940 The Council met in special meeting pursuant to the call of Mayor Large with all councilmen present except Messr. Hanns. Mayor Large announced that the purpose of the meeting was to discuss ways and means of either moving or making a park out of the I.O.O.F. Cemetery located adjacent to the University of Oregon property. NIT'. L. D. Piercet President of the Cemetery Association Committee, addressed the council stating the associa- tion had been formed in accordance with the state statutes in an attempt to properly take care of the cemetery but revenue for this problem had been entirely insufficient. It had then called upon the officers of the University of Oregon in an attempt to make a deal with the State to take over the property but the State Board of Higher Education had denied the request. Mr. Pierce stated that the association stood ready and willing to give the city all rights and benefits it had acquired under the state law but, it was pointed out thdscwbuld not give the city any right in handling the plots in the cemetery that were privately owned. Comment was made generally as to whether or not the association had ever considered moving the cemetery and Mr. A. A. Reid reported that the association had never discussed such a proposition. Mr. G. D. Maclaren addressed the council as chairman of the Board of Trustees of the 1.0.0. F. Lodge stating that although the cemetery was dedicated as an I.O.O.F. Cemetery any control of management had been surrendered when the state law provided that perpetual care had to be arranged for. However, they" realized the moral obligation and stood ready and Willing to assist in any way possible as they were anxious to see the matter taken care of. It was stated that lbhere were approximately fifteen acres in the tract. Fred Fiskt William Tugman, N~s. W. H. Maxham and various members 'of the council spoke in general discussion. The City Attorney and L. L. Ray discussed legal aspects involve t the result of which was the opinion that additional state legislation would be necessary to properly take care of the project. N~. W.T. Gordon spoke concerning the various details involved and it was generally concluded that it might be possibl to work out an arrangement whereby the present cemetery would be vacated and moved to a new location guaranteeing perpetual upkeep. Then by means of proper legisla- tion the title of the present site would then be transferred to the University of Oregon. In order to further the studYt motion was made, seconded and. duly approved to ref-er the matter to the Judiciary Committee of the Common Council to meet and work with the cemetery association and report their findings and recommendations to ,the Common Council.
