<br />1 The minutes of the previous meeting, August 26, 1940, were presented
<br /> 2- rnd ordered placed on file. The meeting was herewith called to order. .
<br /> The City Recorder presented a communication from the NYA in which they
<br /> ~equested permission to construct additional units behi~d Skinner Butte Park for the
<br /> ~urpose of meeting a demand for your~ men desiring to take training at the Eugene
<br /> ~ocational School and the various work activities offered by the NYA, with the
<br /> ~rovision that they retain the right to r~move property of salvage or use value.
<br /> at was the recommendation of the Park Committee ,that the council give their approval
<br /> 3" ~o this project and upon motion made and seconded the recommendation was unanimously
<br /> approved.
<br /> Out of order of business Mayor Large called for the curb cut applications.
<br /> The following applications were presented and recommendations of the City Engineer
<br /> ~pproved: No. 789 for Clyde MCDougalV(ap1roved}; No. 787 for W. C. VOlz~(afproved);
<br /> iNo. 788 for Charles Snellstrom; (approved ; and no. 791 for Hazel FishwooCt"' approved).
<br /> ~ application for a curb cut from Simmons-K~ndall Company for a pUblic garage at
<br /> Q3th and Olive Streets was presented. The City Engineer reported that the cut was
<br /> necessary as the new building is at present designed and is now under construction.
<br /> ~ motion to approve the request was made by Councilman Carlson and seconded by
<br /> pouncilman Barette. Councilman Carlson explained that as to. the cut on 13th Street
<br /> he believed the same could be adjusted but that the request for a 70 foot cut was
<br /> necessary from a safety-first point of view. The City Engineer's Department had
<br /> approved the building plans and specifications and had issued a building permit which
<br /> ~alled for this amount of cut. It was'further pointed out by members of the council
<br /> ~hat this policy of issuing building permits which showed that the curb cut applica- --
<br />I ~ions would have to be approved by the council should be changed and
<br /> such applications held in abeyance until after the council's action upon the request
<br /> ~f the durb cut. Councilman Barette withdrew his second to the motion. Councilman
<br /> iHanns made a motion seconded by Councilman Bond to refer the matter to the Street
<br /> !Pommittee with power to act. The ayes and nays were called, councilmen voting aye:
<br /> Bond, Carlson, Farrington, and Hanns; nay: Reid, Koppe, Barette and Stewart. The
<br /> 4~ ~esult being a tie, Mayor Large voted aye and the motion was declared carried.
<br /> I Counuilman Farrington, Chairman,of the Finance Committee, presented the
<br /> property offers befinning with the offer of Gertrude Kay, $400 cash, for Lot 1, Block 3,
<br /> phambers Addition 116 feet East of the Southeast corner of 11th Avenue and Polk
<br /> Street). Intends to build. The Finance Committee recommended a counter offer of
<br /> I '
<br /> ~500 with $50 returnable if construction of a house starts within sixty days. The
<br /> ~ recommendation was unanimously approved.
<br /> I Offer' of R. L. Dixson, $450 cash, for Lot 6, Block 5"Driverton Addition (Nor h-
<br /> rest corner of 18th Avenue and Mill Street) was presented. He intends to build about
<br /> ~ $3500 residence. It was the recommendation of the Finance Committee that the offer
<br /> 6/ be accepted and it was unanimously approved. -
<br /> I Offer of S. A. Mogan, $600 cash, for Lots 1 to 6 inClusive" Block 3,
<br /> proner's Addition (3rd Avenue between Taylor and Almaden Streets) was presented. Wil
<br /> start construction within five days. The Finance Committee recommended a counter
<br /> ';' 7 - bffer of $900 and the recommendation was unanimously approved.
<br />I I It was the recommendation of the Finance Committee to accept the offer of
<br /> ~. E. Cully for client, M. P. Fraley and Son, $350, $50 down and the balance on or
<br /> Ibefore January 1, 1941 for a lot 50 x 110 on t he northeast c,orner of 8th Avenue
<br /> 8- b.nd Polk Street. Intends to build. The recommendation was unanimously approved.
<br /> I ,Offer of H. E. Cully for clients, Roy L. and Lillian Ray was presented;
<br /> $1800; $500 down and the balance at $25.00 per month plus interest at 6% for the West
<br /> 26.4 feet of Lot 3 and all of 4 and 5, Block 3, Whitney's Addition (Southeast corner
<br />1 bf 16th Avenue and Olive Street). ,Plans to build 12 family unit on each half of
<br /> property. It was the recommendation of the Finance Committee to accept the offer and
<br /> 9./ hp'on motion made and seconded the recommendation was unanimously approved.
<br /> I. The Finance Committee recommended the acceftance of the offer of Mrs. F. L.
<br /> Danner, $175 cash, for Lot 2, Block 5, Hollenbeck 100 feet East of the Southeast,
<br /> ~orner of 15th Avenue and Washington Street) plans to build. The recommendation was
<br /> lif unanimously approved.
<br /> I, The Finance Committee reconlllended the acceptance of the offer of R. J. Coppi ,
<br /> $300 cash, for the North 50 feet of Lot 3, Block 7, Gross Addition (100 feet West
<br /> bf the Southwest corner of 18th Avenue and, Agate StreetJ The recommendation was
