<br /> I Mayor Large then called, for Committee Reports: ,Judiciary Committee had no
<br /> report. The Finance Committee presented the property offers beginning with the
<br /> offer of C. C. Mongold, $600, $120 cash and the balance at $10.00 per month plus
<br /> interest at 6% for the East 100 feet of the North 60 feet of Lot 1, Block 16,
<br /> Fairmount Addition (Southwest corner of l?th Avenue and Columbia Street). Intends
<br /> to start construction as soon as deed is obtained. The ~'inance Committee
<br /> recommended the acceptance of the offer and the recommendation was unanimously
<br /> 4-" approved.
<br /> The offer of Roy V. Baldwin, for client, George Livingstone, $300, $60
<br /> cash and the balance at $10 per month plus interest at 6% for the South 50 feet
<br /> of Lot 4, Block 5, Cheshire's Addition (110 feet South of the Southwest
<br /> corner of 1st Avenue and Washington Street), was presented. It was the recommenda-
<br /> tion of the Finance Committee that the offer be accepted and it was unanimously
<br /> fY' approved.
<br /> I Request for a refund of $100 as per contract was presented from M. E.
<br /> Henzler for Lot 4, Block 5, West 6th Street. Motion was made and seconded to approve
<br /> 6<-- 'the recommendation of the Finance Committee to grant the refund,~..A- ~A-d""~.
<br /> Request for refund of $?5 as per contract was presented from W; H. Dandy.
<br /> ~he Finance Committee recommended the granting of the request and the recommendation
<br /> ?V was unanimously approved.
<br /> I Request of William D. Grossluck for a discount of $50 on a balance of
<br /> I ~359.06 for Lot 8, Block 1, Shelton Addition was presented. The Finance Committee
<br /> ~ecommended the denial of this request and the recommendation was unanimously
<br /> g/ approved.
<br /> I . The offer of Clyde McDougall was presented: . $2100, $420 cash and balance
<br /> ~t $2?6 each six months, interest at 6 per cent for Lots ?, 8, 9, 10, 11, and 12

<br /> fhe Finance Committee recommended a counter offer of $2525 and the council unanimousl
<br /> 9' hpproved the recommendation. .
<br /> II An offer was submitted from R. .W. Potter for client M. J. Glassman, $?OO;
<br /> ~50 down for Lot 9, Block 19, College Hill Park. The Finance Committee recommended
<br /> ~ counter offer of $800, with a $100 refund if construction is started,within
<br /> 10v ninety days. The recownendation was unanimously approved.
<br /> I Councilman Stewart reported that he and Councilman Barette had made
<br /> inspections of the trailer houses being parked in the city and the committee
<br /> relt the privileges were being abused and the council should adopt some definite
<br /> policy as to the length of time that they be allowed to stop. Mayor Large
<br /> ~uggested that it might help if the council required a permit. It was considerably
<br /> aiscussed by the council and then it was requested that the ordinance already in
<br /> ~ffect be read. City Attorney Calkins read the ordinance and explained it to the
<br /> ~ouncil. After further discussion it was decided to leave the matter in the hands
<br /> llV bf the Health Cownittee to enforce the present ordinance.
<br /> I l Councilman Reid made a report regarding the lack Qf sewer facilities at
<br /> I,he home of Miss Emily J. Lowry, 1908 Jefferson Street. He stated this lady owns
<br /> ~wo houses there and rents one of them for $12.00 per month. There are no sewer
<br /> facilities in either one of the houses or outside of the houses, and it would be too
<br /> ~xpensive for this lady to connect up with the sewer as it is now located. Ci~y
<br /> Engineer Clubb stated it would cost in the neighborhood of $60.00 just to cross
<br /> fl.9th Street. Councilman Reid stated that this lady is sick at the present time and
<br /> Fhat he was not able to talk with her, but she is practically without funds and could
<br /> not afford this heavy expense. He suggested that one of the three outside toilets
<br /> I ~ight be installed for each of the two houses. There was considerable discussion by
<br /> &ifferent members of the Council about whether it was the proper thing to allow
<br /> this installation. In order to get the rootter before the Council, Councilman
<br /> Reid made a motion that the installation of these toilets be allowed and that the
<br /> Recorder be instructed to notify Miss Lowry that th~ council had order~d these
<br /> lnstalled. The motion was seconded by Councilman Farrington. At thi~ time Mr~
<br /> R. G. Miller, who was present in the Council C~mbers, asked that actlon on.thls
<br /> !atter be deferred until the next Council meetlng. He stated th~t he and hl~ neigh:
