Cramer, Superintendent of Schools, <br />asking for a waiver of "set-back" for the erection of a building sixty-four <br />'=>. feet by eighty feet on the west side of the property at the Geary School to,!..? <br />I house ~he wood-working shop ,of the Eugene ,,!ocational School. The "set-back" /,,:",:: <br />asked ~s two feet from the fuonroe Street s~dewalk. The Board of Appeals :~~ <br />16/ recommendedtha~ the request be granted and the recommendation was approved. <br /> <br />Request was received from E.R. Frank asking ,for. a reclassification of <br />Lot 7, BlockA Mulligan's Addition. This property is located on the north side of <br />Broadway, from the alley east of High Street to the Mill race. As this is a major <br />zoning change, a majority of the memoers of the Board of Appeals recommends that <br />the request be denied. It was suggested that Councilman Stewart' might. have <br />I something to say as he lived just across the street from this property. Mr. <br />, Stewart stated that there were already three service stations in this block and he <br />could not see the need of more. Mr. Frank was present and explained that he had <br />an offer from the Standard Oil Company to put up a modern service station on the <br />property where the old house thatwwas built in 18gB now stands. After some <br />discussion it was decided to defer action on this request until the next council <br />17". meeting. <br /> <br />Request was received from St. Mary's Catholic parish asking for a permit <br />to extend the east side of their present gymnasium to house a section of bleacher <br />seats, waiving the requirements of the building code as to masonry walls. As <br />they are willing to comply with all other requirements, the Board recommends <br />18v that their request be granted and the recommendation was approved. <br /> <br />Request was received from R. L. Hixson asking to, be given a ten foot set-bac <br />from Eighteenth Avenue East on the west side of Mill Street. This is a fractional <br />lot recently purchased from the city. A majority of the members of the Board of <br />Appeals recommend that the ~equest be granted and the recommendation was unanimously <br />19'- approved. <br /> <br />Request has come to the Board of Appeals from Everard Fish;. Roy V. Baldwin, <br />and Lyle A. Burdick for special permits, but as these requests came in so late, <br />20 ~ they are being held over for later consideration. <br /> <br />" ' At this time City Engineer Clubb stated that there should be some protection <br />for 18th Street in the way of a "set-backlt. A motion was made that this matter <br />21 '" be referred to the Planning Commission and it was. so ordered.~ <br /> <br />A letter was read from Dr.E. L. Gardner; Health Officer, stating he had <br />been called to active duty in the Army, effective September 23, 1940. CouncJlman <br />Reid stated that the Lane County Health Department had appointed Dr. N. Paul E. <br />Anderson to take the place of Dr. Gardner. A motion was made and carried that <br />the city concur in this appointment and that future warrants be drawn in favor of <br />22~ Dr. Anderson, and it was so ordered. <br /> <br />Report from the Eugene Water Board showing a collection of $1,552.g3 <br />2~ for sewage disposal charges, was presented and ordered placed on file. <br /> <br />An Ordinance vacating that area at lOth and Mill Streets, known as <br />"Community Drive" was presented. It had its first reading and objections were <br />called for. There being no objections, it passed to its second and third readings <br />by title under suspension of the rules by unanimous consent of the council and <br />placed for final passage. The ayes and nays were called, councilmen voting aye: <br />Reid, Bond, Farrington, Koppe, Barette and Stewart; nay: none; absent: Carlson and <br />24 t-- Hanns. The ordinance was declared passed and numbered 8657. ' <br /> <br />The following curb cut applications were presented and recommendation~f.: <br />of City Engineer Clubb approved: No. ?g2 for A. A. Coulterv(approved); No. ?g4 <br />for Williams Bakery-(approved); No. 795 for Eugene Kaufholz~(approved); No. ?g6 <br />I for School Dis.trict No. '4V"(granted); No. ?g7 for Harvey Quellette;- (granted) ; and <br />No. 780 for Morgan and Kennedy;'" J granted) . An application for a curb cut was <br />presented from Maurius Petersen at g?l Lawrence. The City Engineer recommended <br />the cut be granted if the curb is replaced on unused cut to the North. The <br />25/ recommendation was unanimOUSly approved. <br /> <br />Councilman Stewart reported that he and Councilman Barette had called <br />at the Northwest Cities Gas Company plant and officials told them that a new <br />building had been constructed within the last year to do away with fumes of the <br />I~' gas. At times when weather and air conditions are at a certain stage there <br />is some vapor from the smoke stack but nothing can be done to correct this. <br />If we want gas we will have to put up with this condition. Councilmen Barette <br />and Stewart suggested that part of the objectionable odors might come from the <br />Water Board plant nearby where they burn oil and fumes might come from their <br />26' Chimney which is much shorter than the gas plant chimney. <br /> <br />Upon motion the meeting adjourned. <br /> <br />o C.
