<br /> The minutes of the regular meeting of the Common Council held in the ~ '"
<br /> Coun?il Chambers on De~ember 9, 1940, at 7:3CJo'clock p.m. Mayor Elisha Large
<br /> preslded over the meetlng. Councilmen present were: A. A. Reid Sam C. Bond
<br /> 1- A. C. Farrington, Louis Koppe, E. A. Barette, and Orren Brownson; absent: Fred C.
<br /> Carlson and Ira O. Stewart.
<br /> I The minutes of the previous meeting were presented and ordered placed on
<br /> 2-.-.. file. The meeting was herewith called to order.
<br /> Mr. W. H. Quinn representing the Beta Theta Pi Fraternity addressed the
<br /> council concerning a large tree that was planted in the parking strip in such a
<br /> manner that part of the tree was extending into the sidewalk and causing the side-
<br /> malk to raise and break. Mr. Quinn reported that Councilman Barette had stated the
<br /> tree must be removed and he was appealing to the council to allow the fraternity
<br /> house from one to two years time in which to plant another tree upon their own
<br /> property so that it will have time to get a food start. Councilman Barette
<br /> stated that the tree was decaying and interferred with the sidewalk and it should
<br /> come out and asked Engineer Clubb to malee a statement. City Engineer Clubb stated
<br /> the roots of the tree were damaging the sidewalk and should be taken out and under
<br /> he instructions of Mr. Barette had ordered it removed. After considerable discussio
<br /> eouncilman Barette stated that the cOlnmittee would recommend a year's extension of
<br /> ~ime for the removal of the tree. Upon motion made and seconded the recommendation
<br /> 3 - as unanimously approved. '

<br /> A representative of the Eugene Safety Council addressed the council and prese un
<br /> petitions signed by faculty members and students of the Eugene High School and taxpay rs
<br /> and residents of the Eugene High School District asking that the council establish
<br /> ~-way stop signs on 17th and Lincoln ~Streets and 17th and Charnelton Streets. Also,
<br /> paint necessary cross walks near and around the Eugene High School building and
<br /> ~nstall 30-minute parking signs in front of the high school from Lincoln to Charnelto
<br /> I. ptreet. Councilman Bond stated that the Police Committee had approved the installa-
<br /> ~ion of 30-minute parking signs in front of the school building and had approved the
<br /> ainting of cross walks but still had under consideration the request for placing
<br /> 4_ !!:i-way stop signs at 17th and Lincoln Streets and 17th and Charnelton Streets.
<br /> Councilman Farrington, Chairman of the Finance Committee presented the
<br /> roperty offers beginning vlith the offer of L. R. Andrus, $350, $70 cash and the
<br /> alance at ~8.00 per month plus interest at 6% for Lot 1, Block 2, Zir~1er,s Addition
<br /> :(Southwest corner of ('2nd Avenue and Polh: Street). rEhe, Finance Comrni ttee recormnended
<br /> bhe denial of this request and upon motion made and seconded it "ViaS unanimously
<br /> 5 ( pproved.
<br /> ~ The offer of L. R. Andrus, Q125, \125 cash and the ba lan c eat Q10. 00 per month
<br /> Ius interest at 6% for Lot 3, Block 1, Croner's Addition (111-1/3 fe~t West of the
<br /> ~outhwest corner of 3rd Avenue and Tyler Street) was presented. The ~inance COllnnitte
<br /> 6l' ecomrnended the acceptance of the request and it was so ordered.

<br /> Ius interest at 6% for Lot 6, Blocle 4, Croper's Addition and that unplatted tract
<br /> i ying between Lot 6 and the east line of Filmore Street (Northeast corner of 4th
<br /> \.venue and Filmore Street) ViaS presented. :J:he :B'inance Comrflittee recommended that the

<br /> The Finance Committee presented the offer of Stephen A. Wesby, ~~100, ~~5.00
<br /> ec,ember 17th and the .balance at $20.00 per month including interest at 6% beginning
<br /> I ITanuary 1st, 1941 for Lot 5, Block 5, Croner's Addition (222-2/3 feet West of the
<br /> ,'outhwest corner of 4th and Almaden). It was the recommendation of the Finance
<br /> OIMlittee that a counteroffer of ~20 down and payments at the rate of $20 per month
<br /> 8 "- e extended for the client's consideration and it was so ordered.

<br /> or a portion of Lot 1, Block 9, Hendrlck's Addltlon (Southeast corner of 14th Avenue
<br /> nd Lincoln Street) was presented with a recomraendation that the offer be accepted.
<br /> 10'- ,1otion was made and seconded unanimously approving the recommenation.
<br /> The offer of Walter Hoey, $750 cash, for the Norih 92.8 feet of Lot 1 and
<br /> he Nm'th 92.8 feet ~NX~xxxKxaE~ of the West 25 feet of Lot 2, Block 3, Rughs
<br /> ~ddition being 92.8 feet on Olive and 75 feet on 23rd Avenue; intend.s to build
<br /> vithin 4 months and wishes a refund. of $100 if construction is started within that
<br /> ime, was presented. The Finance Cor@litte~ recon~ended a counter offer of $750
