I <br /> VmEP~AS, the state law fixes a basic rule which makes it <br /> almost impossible to establish any speed regulation, <br /> Now, Therefore, <br /> The COMilon Council does hereby resolve that it is necessary <br /> for the protection of the citizens of the City of Eugene and <br /> of other cities of the state that they be permitted to dix <br /> definite speed limitations within the city in order to protect <br /> their street intersect on and the City Recorder be and he is <br /> hereby directed to transmit to each representative of Lane . <br /> County in the Oregon Legislature a copy of this resolution, <br /> together '!f/ith a letter asking for their cooperation, and assistance <br /> in getting through such legislation. <br /> A resolution was presented authorizing the City Recorder and the Mayor to <br /> j execute a contract between the City of Eugene and Shaefers.Brothers with respect <br /> 38 to the setback line on Eleventh Street East. Alliance was requesting a ;W5.00 refund that was paid on l\ffarch 8, 1938 ,for <br /> a picketing license under Ordinance 8534. Refund is claimed because this ordinance fl <br /> was declared unconstitutional. The matter was taken to the supreme court and the <br /> 391 circuit court decision upheld. Motion was made and seconded to allow the refund <br /> and the expense to be taken from the Emergency Fund. It was unanimously approved. <br /> Curb cut applications were/presented from the following applicants: <br /> Alfred Skade~, No. 816; J. C. Watts, No. 817; and Eanes & Dragoo, No. 818. City <br /> 40 Engineer Clubb recownended tlEt the cuts be granted and motion was made and seconded <br /> unanimously: approving the recomrnendation of the Engineer. <br /> An ordinance providing for a means of entrance and exit from residential <br /> properties in the City of Eugene was presented and had its firsx reading. A large <br /> number of suggestions for changes in the ordinance were presented. Councilmen <br /> Reid and Barette were opposed to passing the ordinance without considerable study <br /> while other members of the council were in favor of passing it. Mayor Large <br /> referred the matter to the Police Committee for study and instructed them to bring <br /> before the next meeting of the c'ouncil a complete ordinance covering suggestions I <br /> 41 - in this matter. <br /> An ordinance to construct a concrete sewer to serve the Rooks property <br /> in Shelton's Addition was presented to the council for its first reading, and under <br /> suspension of the rules passed to its second and third readings by title by unanimou <br /> consent of the council and placed for final passage. The ayes anm nays were called, <br /> councilmen voting aye: Reid, Bond, Farrington, Koppe, Barette and Brownson; nay: <br /> none; absent: Carlson and Stewart. The ordinance was declared passed and nrunbered " <br /> 42"" 8663.
