Councilman Koppe stated that Dolph Howard's broth r <br />was seriously in that accident and is still in the hospital from the effects. Coun il- <br />man Koppe asked the council to tUrn over this $100 that was collected as a fine fro <br />Mr. Nelson to' Mr. Howard to apply on his hospital bill. It was pointed out that <br />this money had already been turned into the general fund and if any refund was <br />made it would have to come 'out of the Emergency Fund.
