<br />I. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />:1 <br /> <br />""llllIl <br />591 <br /> <br />~ --~ <br /> <br />1 <br /> <br />Council Chambers, Eugene, Oregon <br />January 26, 1942 <br /> <br />The minutes of the regular council meeting held Monday evening, <br />January 26th, 1942 at 7:30 o'clock. All councilmen were present with the ex- <br />ception of Stewart. <br /> <br />The minutes of the previous meeting were read and ?pproved and the <br />meeting herewith called to order. <br /> <br />The Judiciary Committee reported regarding the refund asked for by <br />J. T. Lorang1for a traffic ticket dated Novemoer 22, 1941 for $2.00 and a refund <br />for a traffic' ticket by Mrs. Hazel Adams'for $1.00 dated October 21, 1941. The <br />Judiciary Committee recommended that these two refunds be not allowed. On <br />motion made and seconded the recommendation of the committee was adopted. <br /> <br />-s; <br /> <br />CJl <br /> <br />4 "'" <br />- <br /> <br />2 <br /> <br />3 <br /> <br />The 1!'ina nee Commit tee had no report. <br /> <br />Councilman Barette reported for the Street Committee and stated with <br />the two floods, the s'ilver thaw and the recent wind storm, the street department <br />had been loaded with work. He said it seemed there were several trees that need- <br />ed taking out entirely and a lot of others needed trimming. It was the committee' <br />recommendation that some expert tr~e man should be employed to go over the <br />situation. He stated it might be better to spend a few hundred dollars at this <br />time than to' take chances and payout considerable money -on damage suits later on. <br />He said th6 street department could do a lot of the\work b~t he felt there should <br />be some experienced man to supervise the work. Councilman Hawn stated he had been <br />in the tree business over the telephone for the last tow weeks with people asking <br />to have the trees in the parking trimmed after the silver thaw. He steted he <br />agreed with Mr. Barette that someone should be employed to direct this work. Mr. <br />Bond said he thought it would be a good idea to encourage property owners to do <br />as much of this work as pos'sible. Councilman Hawn stated that a man had contacted <br />him and said he would be willing to go around with some city employee and spot the <br />trees that needed attention and in that v,ay an estimate could be made as to the <br />cost of the work. The matter was referred to the Street and Park Committees to <br />'4~ report back at the next council meeting. <br /> <br />At this time Councilman Stewart came in. <br /> <br />Councilman Barette brought up the subject of a hydraulic hOi,st for the <br />street department's use in handline: repairs to' the equipment. He st~ted that a <br />ten .toil hoist could be bought for $430.00 and a three ton hoist for $215.00. He <br />said it was his recommendation that the ten ton hoist be purchased. Mr. Farringt9 <br />st~ted he believed the lighter hoist might be used as the only equipment that <br />could not be put on the three ton hoist would be the sweeper, the roller and the <br />flusher. Mr. Bond stated he did not believe there was such a thing as a ten ton <br />hoist in town'and he thought the lighter hoist would satisfy the city's needs. <br />After considerable discussion the matter was referred to the Street Department to <br />5~ report back at the next meeting. <br /> <br />Councilman Barette reported that Mr. Clubb had finally found a gas <br />tank suitable for the street department's needs at the barn at 101 West 5th Street <br />This was a 550 gallon, 12 gauge steel tank and could be bought in Portland for <br />$60.00. Delivery could be rnade at once and freight charges would be about $3.00. <br />On motion made and seconded the council authorized the street department to make <br />this purchase~ <br /> <br />6'ii-... <br /> <br />7~ <br /> <br />Engineer Clubb stated that the street department was in need of a <br />battery charger and one could be purchased for $29.00. On motion by Bond and <br />seconded by Farrington the street department was authorized to make this purchase. <br /> <br />Mayor Large stated the 7th Street work was nearly completed and lilhe <br />highway department had started to put in stop signs. 'They would like to have an <br />ordinance by the city making this a through street. Attorney Calkins reported <br />there was already an ordinance passed by the city providing for this. Councilman <br />Stewart said that on account of making 6th and 7th Streets one way streets, there <br />was sorne property owners between Almaden and Taylor that would have to go a long <br />way around in order to get into their property on account of cross streets not <br />being cut through. He said he just wi~hed to.report on this and thought it was <br />8 something the ci ty should be considering. <br /> <br />~ <br /> <br />The Health Cormnittee had no report. <br /> <br />Councilman Hawn reported for the Parks Department that Mr. Lamb was. <br />home from the hospital but as yet was not able to do full time work. He said <br />the crew of men under the direction of Mr. Casey on Sunday, January 18th had cut <br />smne eight or ten cords of wood in Hendrick's Park under the direction of assis- <br />tant Superintendent Junne. He stated the wood was st.ill in the Park,but it <br />. seemed to be the opinion of the people doing the work that this wood was to go <br />to the Red Cross. He said that when they had the trees cleaned up in Skinner's <br />Butte Park, this would provide wood for the city's use for two or three years. <br /> <br />Mr. Hawn also, said the storm had done some damage to the fence in HendriCk's Park <br /> <br />~ <br />
