<br />A resolution regarding the cluster lights, which had been out on account
<br />of the blackout situation Bnd also regarding all of the city street lights,
<br />which \lvere out for a considerable length of time on account of the damage by the
<br />silver thaw, was read and was as follows:

<br />WHEREAS, blackout regulations following the declaration of
<br />war and the emergency created thereby have resulted in limitations
<br />in the service rendered the ci ty in lighting the city; followed by
<br />a subsequent further limitation of service due to the recent storm
<br />and elements; and
<br />

<br />WHEREAS, the City of Eugene pays for its lighting service on the
<br />basis of the services rendered,
<br />
<br />Now, therefore,
<br />
<br />BE IT RESOLVED, THAT TIIE Recorder be and he is hereby directed to re-
<br />quest from the Water Board a staterQent of the actual amount of elec-
<br />trical servi oe rendered, . together with a computation of the cost
<br />thereof at regular rates, a nd upon ascertaining the am.ount due from
<br />the ci ty for electrical service that he shall issue warrants in the
<br />regular course for the payment of the same.

<br />At this time, Mayor Large stated that be wished to appoint fJ;'om the
<br />Civil Service list, IvY. E. Damewood as Patrolman. This appointment was made
<br />nec~ssary by the resignation 61' P. J. Jorgenson. Also appointed was H. C.
<br />Guthrie as Fireman. '1'hi s appointment was made necessary by the resignation
<br />of Kermi:tt H. Schanno. On motion .made and seconded, ,these appointments were
<br />confirmed, and on request of Mayor Large, M. E. Damewood was ordered deputized
<br />as a Patrolman for an indefinite term. On motion made and seconded, M. E.
<br />Damewood was ordered placed on the payroll as a Patrolman, H. C. Guthrie was
<br />ordered placed on the payroll as a fireman and Dorothy Barthelemy was ordered
<br />l7~ placed on the payroll as stenographer in the Recorder's office.

<br />read the first time and passed to its second and third readings by unanimous
<br />consent of the council by title under suspension of the rules and was placed
<br />for final passage. The ayes and nays were called; councilmen voting aye: Bond,
<br />Koppe, Barette, stewart, Brownson, Hawn, and Pennington; nay, none; absent,

<br />A contract between the City and F. H. StickleY~Jregarding the rental of
<br />what is known as the "Cantonment Site" of the new Airport was read and the Mayor
<br />20, and Recorder were instructed to enter into this contract. "

<br />, Councilman Hawn stated he had a co~mittee meeting with the Library
<br />Board and adjoining prop,erty owners of the Library regarding the removal of the
<br />four trees in the parking West of the Library. He said it was agreed that the
<br />four trees should be removed and it wa;:; his recommendation thE! t the City should
<br />stand half of the expense. Councilman Barette objected to the City standing any
<br />part of the expense. A suggestion was made that the Street Department take out
<br />the trees and that they be reimbursed by the property owners for one half of the
<br />cost. At this time Councilman Stewart was excused. Councilman' Barette stated
<br />that the removal of the trees would take men and trucks for at least a couple of
<br />days to do this work and that the Street Department already had mOre than they
<br />could take care of. Councilman Hawn said he understood that an outside party
<br />had agreed to move the trees for $40.00 and that he would make a motion that the
<br />trees be removed by an outside I)arty and the ~~20.00 be taken out bf the Park
<br />2l:!oo.. funds to pay a part of the expense, the balance to be paid by I,the property owners.
<br />
<br />Mayor Large brought up the question of the location of barber signs on
<br />the sidewalk. This matter was referred to the Police Committee to see that these
<br />22, signs were Iwde to comply with the sign ordinance.
