The proposition from the Highway Commission <br />was the Highway Department would be able to do ';the work but the cos t to the Ci ty <br />would be in the neighborhood of $50.00. This letter was ordered placed on file <br />16_ without any further action. <br /> <br />- <br />>wi. <br />;1?' <br />,~:o <br />,~.... ,t, <br /> <br />A request from Richard S. Spies fora leave of absence dating from <br />March 10th for the duration of the war was read. Mr. Spies explained that he <br />had been called to duty. A motion by Councilman Bond and seconded by Councilman <br />17- Stewart that this request be granted, was carried. <br /> <br />A letter from the American LaFrance Foamite Corporation dated March <br />3rd regarding the ladders for the new fire truck was read. This letter stated <br />that the Elmira office was taking the matter up with the Portland office for <br />18~ investigation. <br /> <br />A letter from the General Petroleum Corporation inquiring about the <br />furnishing of gas at the new Aviation Field was read. The Recorder had already <br />19 -.: answered this letter' and it was ordered p.B.ced on file. <br /> <br />,I <br /> <br />The sidewalk improvement oI'dinances were read the first time and passed <br />their second and third readings by unanimous consent of the Council by1.title <br />under suspension of rules and were placed for final passage. The ayes and nays <br />were called; councilmen voting aye; Bond, Farrington, Koppe, Barette, Stewart <br />Brownson, Hawn, and Pennington; nay, none; apsent, none. The ordinances were <br />20" declared passed and numbered consecutively from 8717 to '8737. <br /> <br />Mayor Large stated that Engineer .clubb had a request from 'The Hunt Club <br />to erect a bannel' across_:Willamette Street advertising a benefit horse show in <br />the early part of April. Mayor Large explained that part of the proceeds would <br />go to a charitable institution. On motion made and seconded, this request was <br />21 ~ gt:anted. <br /> <br />At this time, Mayor Large stated he wished to appoint a Commander fo~ <br />Civilian Defense Work and that he would appoint L. Kenneth Shw~ker. The Mayor <br />explained that IVJr. Shwnaker said there would be some slight expense on the Dity's <br />part, and tha t he would a sk for ~~25. 00 a month for the months of March, Apri I, <br />and May for a stenographer, some stationery and also cards for a filing cabinet <br />and a used filing cabinet if the City could possibly furnish one. Councilman' <br />Brownson asked the N.~ayor wha t powers lVIr. Shw'fl.8.ker would he.ve in case of an <br />emergency. The Mayor explained that Mr.'Shwnaker \lvould not assume any control <br />over the Police and Fire Departments but that he wished to have his central <br />office in the Fire Department quarters. The Mayor said it was his understanding <br />that the office at the Armory would notify Mr. Shumaker any time a call was necessa y <br />and tha t M1'. Shumaker would then notify his different organizations. In other <br />words, lIEI'. Shuma.i-::eJ would be a co-ord,inator of all Civilian Defense activi ties. <br />Councilman Brownson said that he would like to go on record as hoping that the <br />Council '\vould keep on their toes and keep fully posted regarding the si tuation <br />and in case of an emergency to have Mr. Shumaker or some other party that would put <br />in their full time to the work. A motion by Councilman Bond, seconded by Council- <br />22 - man Farrington that the appointment of !vIr. Shumaker be confirmed was carried. <br /> <br />1 <br /> <br />Councilman Hawn stated that he thought Mr. Farrington, chairman of the <br />Finance Committee should investigate the situation regardine;l.the warrants of the <br />Municipal Airport which al'e still outstanding. He said that if there were funds <br />available tha~ he thought the City should call these warrants and hold them as an <br />investment. It was recommended by the Council that Mr. Farrineton investigate <br />this matter and instruct the Treasurer to call these warrants and invest them in <br />\ <br />23~ whatever funds were available. <br /> <br />I <br /> <br />On motion made and seconded, the Council adjourned. <br /> <br /> <br />J. hn Fiel~ <br />ecorder Pro Tem <br /> <br /> <br />~ <br />
