<br /> I likely both the Newberry and the College Side Inn fires might have been averted.
<br />6 ;1 Councilman Bond said that he would like to say that he agreed with what had been
<br /> said about Mr. Carlisle but he did not see how one ~mployee could be singled out
<br /> and.be given a raise at this time. Councilman Hawn said that he felt this was
<br /> ! very important and that he considered Mr. Carlisle a key man and something should
<br /> i
<br /> , be done to retain him and Mr. Koppe stated that he agreed with Mr. Hawn. Council-
<br /> man :Farrington stated that it vvould be very bad if on account of raising one man's
<br /> wages the Fire Department should walk out. Councilman Stewart said that he felt
<br /> I this was only one of several problems which we have already had a~ which will
<br /> be coming up for the duration of the present budget. He stated that he was quite
<br /> 1 sure that on account of the loss of some of the higher-paid employees of the
<br /> Fire Department being replaced by cheaper men that the employees of the Fire
<br /> I Department could be given a $10.00 raise and not exceed the amount of salaries
<br /> allowed in the budget and that he felt that the head of each department should
<br /> I see if something along this line could be accomplished. Councilman Barette said
<br /> i that he did not think we would be able to compete with the government on salaries,
<br /> I
<br /> I and did not see how this raise could be granted Mr. Carlisle. Councilman Bond
<br /> I said that the whole question was to raise the $7.00 additional requested by Mr.
<br /> 'I
<br /> I Carlisle, but that he felt it could not be taken out of' the Emergency Fund.
<br /> I There was some further discussion among members of the Council regarding the situat on
<br /> 'I
<br /> ,I but there was a motion by Mr. Hawn that the salary of Mr. Carlisle be raised ,$7.00

<br /> I per month the money to he taken out of the Emergency Fund. As there was no second
<br /> to the motion Mr. Hawn stated that he would change his motion to read a $7.00
<br /> per month increase in salary fro Mr., Carlisle to begin Sept. 1, 1942, the money
<br /> to be taken out of the Parking Meter Fund, as Mr. Carlisle was looking after the
<br /> traffic signals a g60d deal of the time. This motion was seconded by Barette.
<br /> , On roll call Councilmen voting aye: Ko p p e , Barette, Hawn, and Pennington. Council
<br /> : lIlBn voting no: Bond, Farrington, and Stewart. The motion was declared carried.

<br /> " At this time property offers were considered. The offer of Emma Gorrie of
<br /> $400.00 for the South 66.7 feet of the North 133.4 feet of Lot 5 Block 23,
<br />7 Fairmount Addition was rejected. An offer from B. R. Andrus of $300.00 for Lot 2,
<br /> Block 1, Zimmer's Addition had been received, and this offer was accepted. The
<br /> offer of G. W. Clark of $200.00 cash for the north 40 feet of Lots 2 and 3 in
<br /> ~ Block 1,Reets Addition was accepted.
<br /> Councilman Farrington stated that the matter of investingsurplusffunds in
<br /> War Bonds had been referred to the Finance Committee but that he had not had tiiJle
<br /> 'to call a committ'ee meeting, bUt; that he thbllght Councilman Hawn had something to
<br /> report. Councilman Hawn said he had secured a schedule of the different War Bonds
<br /> being sold, and he explained to the Council the various phases of these different
<br />8 bonds and said it was his recommendation that the City invest the surplus funds
<br /> in the Swimming Pool and the Sewage Disposal funds in the series "GIf bondsl He
<br /> I said that there was a limit on the amount of these "Gn bonds that could be carried
<br /> by an individual or a corporation of $100,000.00 and that the Water Board bad already
<br /> purchased this amount of these bonds. He stated that he had addressed a letter to
<br /> I the department regarding this matter but had not had a reply as to whether the
<br /> I department would allow the City of, Eugene to purchase additional bonds, but that
<br /> I he would probably have a reply within the next day or two. After some further
<br /> I discussion by the Council the following resolution was read, and on motion made,
<br /> seconded, and carried the resolution was adopted.

<br /> WHEREAS, the City of Eugene has a Swimming Pool Fund and a Sewage Disposal
<br /> : Fund, each of which is held pending the construction respectively of a swimming
<br /> pool and a sewage disposal plant, and neither of which can be used at this time
<br /> I for construction for the reason that the entire sum is not made up and for the
<br /> further reason that because of emergency conditions owing to the war, no construc-
<br /> tion work can go forward at this time.
<br /> THEREFORE BE IT RESOLVED by the Common Council of the City of Eugene that
<br /> the Swimming Pool Fund in the sum of 16,000 Dollars, and the Sewage Disposal Fund
<br /> i in the sum of 39,000.00 Dollars together witti accretions coming in,are not require I
<br /> I for use by the municipality within a period of six months from the date of this
<br /> resolution, and the Recorder and Treasurer of the City of Eugene be and they are
<br /> I hereby ordered and directed to invest said funds together with accruing funds
<br /> , in series "G" War Bonds, approved securities under the statutes of the State of Or

<br /> i $41.12 for services rendered by Louise Hughes for office work for the first twenty-
