<br />The regular meeting of the Common ,Council held Monday evening, at 7:30 P.M.

<br />........i The Recorder reported that Councilmen Hawn, Pennington and Koppe, re-elected
<br />! at the November election, as well as the new Councilman, lv'Jr. Davis, from the 4th
<br />ward, had already taken the oath of office. Also that Mr. C. M. Bryan, who had
<br />1 been re-elected as Recorder at the November elections, had filed his oath of
<br />office and A. E. Hulegaard, who had been re-elected also had filed his oath of
<br />office, and that Kayor Large had given the oath of office to John Fields as Recorde
<br />Pro Tem., for period of time that C. M. Bryan is in the Armed service.

<br />Mayor Large opened the meeting by stating that he wished to extend greetings
<br />: to the freshman member, Councilman W. L. Davis, and hoped that he would enjoy
<br />! himself in his associations with the Council. One of the main things to cnntend
<br />: with were the reouests for funds for different things when there were not sufficient
<br />: funds to go around. Mayor Large stated that a few years ago the Council had
<br />2 : indulged in the free spending of money and it had accumulated a heavy debt but
<br />: the last several years it had been the policy of the Council to clean up this debt
<br />i as far as possible and that it had been reduced considerably.

<br />Mayor Large stated at this time he was not making many changes in the Council
<br />. committees he was appointing; that he wished to appoint Councilman Pennington
<br />; chairman of the Police. Committee and Councilman Davis as chairman of the Sewer
<br />Committee, and that Mr. Davis ,would take the place of Mr. Bond on the Fire and
<br />iVJater Co~~ittee and the Health Oommittee. He stated that he was appointing Mr.
<br />!A. R. Tiffany as a member of the Library Board for another four-year term, and
<br />. that the members of the Electrical Board, Plumbing Boarg, Board of Appeals, Sign
<br />; Board of Appeals, and the Boxing Oommission whose terms expire annually would be
<br />3 ireappointed the same as for the past year, and that all Oity employees be reappointe
<br />I for the year 1943 and that their names be ordered placed on the monthly payroll.
<br />iCouncilman Stewart moved that these appointments be confirmed, and there was no
<br />,immediate second to Councilman Stewart's motion. Oouncilman Brownson stated that
<br />;he wished to hold up the permanent appointment of Dr. Helterline as Milk Inspector
<br />'and only make it a temporary appointment, and that with this exception he moved
<br />that the appointments be confirmed. Councilman Stewart said that he was willing
<br />to withdraw his motiun in favor of the motion made by Oouncilman Brownson. This
<br />i motion was seconded bS' Koppe and unanimously carried.
