Attorney Calkias was ;1 asked to determine whether tIle ordinance prov-ided that a penalty could be charged li.i for not securing the bicycle license at a certain time, and whether the City had ,I a right to force the ou t of town owners to secure a license. Councilman Pennington 'i said he would wi thdraw his motion 1JI,ihile thii s information was be ing secured by I Attorney Calkins so that the Council could procede with other business. , I i I ., ,''''''';'1 : )2' C") ~ The Recorder at this time read a letter from the Civil Service Commission 9 i' stating that the request for reinstatement to the Police Department of 1tlr. 1'[ J. T. H. Cullender had been considered by the Commission and the t the request had ,,: been denied by the Commission. Trlis letter was ordered placed on file. ~ The Recorder also presented a request from J. L. Cook for a rooming house at 10 I: 636 Willamette Street. This request was approved by Chief Bergman and it was 'I explained tha t this was the old Belvedere Hotel. A motion was made by Councilman I Pennington and seconded by Farrington that this Rooming House Permit be granted. 1 The motion was carried. . , I I ~
