<br />The reg.ular meeting, of the Common, Counc,il held Monday. evening., February 8th,
<br />at 7:30 P.M. All members of the Council were .present, and in the absence of
<br />Mayor Large the president of the Council, Mr. Farrington, acted as presiding
<br />offic,er.,

<br />Mr.. Roy K. Reed. addr,e.ssed the Council regarding members of the C,ivil Air
<br />Patrol acting as guard,s for gov er.nme nt, planes landing at the new municipal airport.
<br />He expla.ined that there had bee,ns.e:v:eral Army planes land on the field and that
<br />these men. were acting as armed guards. He said it was nece,ssary that, the guards
<br />be armed and he would like to have the legal status of these men acting as armed
<br />on City of Eugene prop,e,rtyclarifi,ed. He stated ,that he, as commander o.f these
<br />guards., was having:, them work .twoat a time in four-hour shifts., He, explained that
<br />there were seven"ty, or .eighty of these Civil Air Patrol men in the work and he was
<br />at. .a. loss. to, know how they should ,be deputiz.ed. Councilman Hawn asked ~r. Reed
<br />if he .thought. the entire, forc.e, should be deputiz.ed and Mr. Reed said he did not
<br />think that was pra.cticable" and Mr,. Browns,on asked if he had one or two men tha t
<br />he thought should b,e deputized.. ,Mr.. Reed stat,ed that different ones worked at
<br />differen,t ,time.s. and he had no particular ones in mind who should be deputized.
<br />After some discussion by the Council thematter was referred to the Judiciary
<br />Committee and the City Attorney wi~ power to act, and to report back at the next
<br />Council meet~ing;.

<br />had .be,en, ok,'dby two members of the Finan,ce Committee. and the Co.m.:r:i,t,tee was
<br />re.c,ommending that warrants be drawn. On roll call all Councilmen voting aye with
<br />the exception of Councilman Farrington, who was acting as presiding officer ani
<br />\1 consequently did no"t vo,te.
