<br />and stated that while this was an old house it,. was on a, good stone, foundation and
<br />well built and. that ther,e, would be no. exterior changes in order to make the up-
<br />stairs in.to an, apartment; tha.t the only ,improvement needed would be a sink.
<br />Councilman Bare,t.t,e stated that in view of the, shortage of hous.es that this should
<br />be fur.ther, investigated.. Councilman. Pennington stated that he thought in view
<br />of this shor,tage of houses, and that there were to be no exterior changes, he
<br />would like to see the request granteq,. After some discussion by the Council the
<br />matter was, referr.ed to the, Health, Colrimi.ttee to" report. back at the ,next, meeting.,

<br />A. letter from A. L. Hown" caretaker of the rest.cotta.ge in the, park blocks,
<br />s.ta.ting that. $2,.50 Victory Tax had been. deducted from his January pay. reducing the
<br />amount he had received to $47.50 was, read. He stated he felt he should be entitle
<br />to the regular $50.00. It was explained that the Council had no option in regard
<br />to..the Victory Tax and there was nothing the Council could do until the-next
<br />budget, meeting. ".,:.

<br />The Recorder reported the remittance of $516.05 for refund of gasoline tax,
<br />and a franchise tax for the year 1~42 for the Oregon Electric Railway.in the sum
<br />of $535.45.

<br />An ordinance re-establishing just and equitable rates for sewerage charges as
<br />13 provided for in section six of Ordinance 8610 had its first reading and was laid
<br />over.

<br />An ordinance to regulate the storage of explosives and regulating combustible
<br />14 materials and rubbish of a combustible nature, having had its first reading on
<br />January 25th, was read the second time and laid over.

<br />An Ordinance regulating the parking of vehicles, including bicycles, upon
<br />the streets of Eugene, including parking meter regulations, had its first reading
<br />and was laid over. After the reading of the ordinanc~, Attorney Calkins said it
<br />would be necessary to have an additional section making it unlawful to park other
<br />vehicles in the space designated for the parking of bicyclex. The ordinance as
<br />read provided for a period of not to excede two hours for the parking of bicycles
<br />in the downtown districts. Councilman Stewart said he objected to plaCing a twe-
<br />hour limit on the parking privilege of bicycles and would move that this limit be
<br />stricken out of the ordinance. This motion was seconded by Brownson. Councilman
<br />Pennington stated he objected to this as some time limit would have to be in the
<br />ordinance in order to allow the Police Department to piCk up bicycles left for
<br />long periods of time or abandoned. At this time Councilman Stewart with the con-
<br />sent of Counci~man Farrington withdrew his motion t remove the time limit. After
<br />some discussion by the Council, a motion was made by Hawn and seconded by Davis
<br />that the time limit for parking bicycles be changed to four hours in peace of two.
<br />This motion carried.

<br />A resolution regarding the Signing of Accident claims referred to the State
<br />Industrial Accident Commission and also regarding the payment of Claim No. 8170~4
<br />by the State Industrial Accident Commission to JohnQuiner in the sum of $63.17 was
<br />read at this time.

<br />BE IT RESOLVED BY THE COMMON COUNCIL of the City of Eugene that here
<br />after when any accident occurs to any City Employee other than those
<br />employed by the Water Board the portion of the claim to be filled in
<br />by the employer shall be signed by the Mayor or the City Recorder and
<br />a copy of the claim filed in the Recorderts office.
<br />
<br />Whenever such accident or injury shall result in lost time, compensated
<br />by the State Industrial Accident Commission, the employee shall receive
<br />no pay from the City for the time so compensated. Department heads
<br />shall instruct their employees that in case of an injury, the employee
<br />shall immediately go or be taken to a doctor without waiting to file
<br />the report.
<br />
<br />The City Recorder be and he is hereby directed to deduct 22i dayts pay
<br />from the February salary of John Quiner which 221 day reppresents claim
<br />no. 8170~4 for $63.17 allowed by the State Industrial Accident 'Commission
<br />to John Quiner for a 221 day period from October l~, 1~42.
<br />A motion was made by Koppe and seconded by Barette that this resolution be adopted
<br />and the motion ~as,carried.
