<br />Councilman Hawn, reporting for the Police Committee, stated he had a request
<br />from Dinty Moore to be allowed to park his truck in front of his store for some
<br />kind of yearly consideration. Councilman Hawn explained that he had not had an
<br />opportunity to take this matter up, with the Police Committee, but that he
<br />himself felt that an arrangement of this kind could not be made and asked that
<br />the matter be put off until the next Council meeting, to give him a chance to.
<br />have a Police Committee meeting. Councilman Brownson stated he thought a reqeest
<br />of this kind should be tabled. - ,
<br />
<br />The folloWing departmental reports were read and ordered placed on file:
<br />Fire Department, Police Matron, Police, Sewage Disposal, and Engineer.

<br />I: The Recorder reported that a memorandum had been received from Getting's
<br />i Market at 356 East 8th that they were gming o~ of business as of March 15, and
<br />retu~ned an inspection certificate from the Milk and Meat Inspector showing that
<br />they owed a license fee of $5.00 for the year 1943 for the privilege of selling
<br />meat and milk and the Recorder asked for instructions from the Council regarding
<br />this $5.00 bill and others of similar nature that may come up. Councilman
<br />Brownson reported that this man was already out of business and it would be impossible
<br />to collect the amount. Councilman Pennington stGted that as milk and meat licenses
<br />were due on the first of the year he could not understand why they were so late
<br />in being paid. After some discussion by the Council, the Recorder was instructed
<br />to notify Dr. Helterline that he was to look after the collection of these milk
<br />and meat licenses at once.

<br />At this time the Recorder presented the bill of Smith and Crakes in the sum
<br />of $288.88 for fire, theft, and comprehen~ive coverage on the City's automotive
<br />equipment. This bill'was from January 21 1943 to January 21, 1944. Councilman
<br />Hawn explained that this matter had been in the Finance Committee's hands for
<br />some considerable length of time; that this firm had furnished temporary coverage
<br />in 1942 for which they were making no charge, and that he felt this bill should
<br />be paid. A motion was made by Councilman Farrington that this bill be paid and
<br />the funds come out of the emergency fund. This motLm was seconded by Brownson
<br />and on roll call all Councilmen present voting aye, absent, none.
<br />
<br />A request from Mr. Batchelor, 48 West 23rd, asking that he be allowed to
<br />trim up the grape vines at Lot 4, Block2, Rugh's Addition, and be allowed to have
<br />the grapes for his work. No action was taken by the Council, but it was suggested
<br />that if Mr. Batchelor wanted to trim the vines he would have to take his chance
<br />as to getting the grapes if the lot was sold in the meantime.
<br />
<br />A request from certain City employees that monthly life insurance premiurrs
<br />be deducted from their salary and paid direct to the life insurance company each
<br />month was read at this time. A motion was made by Brownson and seconded by
<br />Stewar t that this arrangement be made and the motion was carried.
<br />
<br />The claim of Alice F. Stewart, 3144 East 39th Street, Portland, Oregon
<br />was read. Mrs. Stewart claims she fell on a defective sidewalk on 19th Street,
<br />between Mill and Ferry. She was asting for doctor bills in the sum of $37.50
<br />and $50.00 personal discomfort. This claim was referred to the Judiciary Committee
<br />and the City Attorney.
<br />
<br />The Recorder reported that the Northwestern Cities Gas Company had paid their
<br />1942 franchise tax in the sum of $274.76 and that he had just received remittance
<br />from the River Road Fire District in the sum of $796.01.
<br />
<br />A communication from the Oregon Liquor Control Commission, was read in which
<br />the Commission had denied a request from M. L. Dow that he be allowed a transfer
<br />of the license at Percy's Place. The letter was ordered placed on file.
<br />
<br />At this time Councilman Davis was excused from the meeting.
<br />
<br />An Ordinance re-establishing just and equitable rates for sewerage disposal
<br />charges as provided for in Oddinance 8610 had its third reading ,at this time and
<br />was declared passed and numbered 8763.
<br />
<br />Bids for 30 tons of asphalt for the Street Department had been advertised for
<br />and were opened at this time. Shell Oil Company bid $18.00 per ton, FOB, Martinez
<br />Calif. as of this present date, or for posted prices if there should be a change
<br />before the order was placed. Standard Oil Company bid $18.75 per ton, FOB, from
<br />Richmond, Calif. subject to certain restrictions mentioned in the bid. The bid
<br />form the Union Oil Company only covered loading in tank cars, ,hich was $9.5D
<br />a ton at Oleum, Calif. A motion was made by Council tewart and seconded by
<br />Brownson and carried that the bid of the Shell Oil ompa b accepte
<br />
