<br />II The minutes of the regular meeting of the Common Counc iI, held Monday evening ~;o
<br />II at 7:30 P.M. All Councilmen were present with the exception of Councilman Brownson. ~

<br />~ Mr. Harold Moell stated that in February his house had been robbed of 48 pieces
<br />I! of silver, a ko~ak in. a leather case, and some other. things. He said he had referre
<br />l~ the matter to tne Pollce Department and that about flve weeks later they had
<br />II notified him tha t they had found out the things had been hid nea I' a church in Eugene
<br />Ii! and that after further investigation they found that the articles had been left in
<br />I': the rear of the Baptist C};lUTch and that later developments showed these articles
<br />~ had been left in the garbage Cans and later had been taken to the City dump. He
<br />~ siad they contacted an employee at the City dump and was told the things had been
<br />!i brought out by the' Eugene Garbage Company. On later inquiries the employee was not
<br />I' so sure about the ma tter an,d that on each inquiry his replies seemed to be more
<br />!,: vague in regard to what came out and that he could not tell what had become of the
<br />1 i: articles. Mr. lVIoell stated it seemed to him that an ordinance should be passed by
<br />i: the Council requiring that the tenders at the dump ground should beport to the City
<br />II when anything of this kihd was delivered at the dump. Councilman Pennington stated
<br />~ that the State Police had taken chcrge of this matter after the robbery and they
<br />I~' had got a confession out of a couple of young boys stating that they had hidden
<br />~ this stuff back of the Baptlst Church and that the State Police had traced the
<br />Ii articles to the City dwnp and he said on each inquiry by the State Police the matter
<br />I: seemed to be more and more vague, and that they had been unable to find out what
<br />I had become of the articles, and that he felt that the matter should be referred to
<br />i some committee to make an investigation. Councilman Davis and Councilman Stewart
<br />:: also said they fel t an investigation should be made. After some discussion regardin'
<br />!I.: the ma tter by the Council the Mayor refer-r'ed the matter to the Judiciary Committee
<br />i and the City Attorney to contact the dump tender and see if it would be possible to
<br />~ find out what had become of the articles.

<br />Ii Mr. Koppe, reporting for the Judiciary Committee, stated that the committee had
<br />!: been unable to find out any details regarding the accident of Alice F. Stewart,
<br />2 ~: 3144 N.E. 39th Street, Portland, Oregon. Miss Stewart requested damages in the Sw]l
<br />I: of $87.50 in her letter addressed to the Mayor and Council, dated Februarh 25th.
<br />! Councilman Koppe said it was the recommendation of the committee that the letter be
<br />i: tabled and on motion made, seconded, and carried, it was so ordered.

<br />I: The Finance Committee recommended that the offer of R. D. Busey, $600.00 on
<br />3 I; terms for the east i of Lot 7, Block 4, .liVest Sixth Street Addition, be accepted,
<br />Iii and the recornmenda tion of the Finance Committee was adopt ed.

<br />/: The Finance Committee recommended that the offer of Ed Howell, $425.00 for
<br />\Lot 1, Block 3, Chambers Addition be rejected, and a counter offer of $450.00 made.
<br />4 !i On motion made, seconded, and carried the recommendation of the Finance Committee
<br />!I was adopted.

<br />r The offer of E. A. Moye, $500.00 for the south ~ of Lot 6, all of Lot 7,
<br />6 fiand the north! of Lot 8, Block 11, Fairmount Addition, was rejected by the Council
<br />~and a counter offer of $700.00 made.

<br />l'! Councilman Farrington at this time stated there had been an amount of ~~400.00
<br />II placed in the 1942-1943 budget for the use of the Huma.q.e Society and that it was
<br />7 ,: the recommendation of the Finance Committee that this $400.00 should be paid to the
<br />I~ Hwnane Society at this time to tide them over until after July 1st. A motion was m
<br />!1 by Councilman Farrington and seconded by Stewart that this paymen t be made and on
<br />~roll call all members present voted aye.

<br />~ Councilman Farrington stated that the Finance Committee had a meeting with the
<br />It City Treasurer, City Engineer, and the City Recorder and went over the funds that
<br />II might be possible to invest in Vvar Bond ~ and there were amounts that might be in-
<br />I: vested as follows: Parking Meter Fund, $15,000.00, Paving Intersection, $5,500.00,
<br />iAthletic Field, $6?,000.00, Sidewalk Revolving Fund, $1,500.00, Swimming Pool, $7,000
<br />8 ijmaking a total of $35,000.00. He said it was the Finance Committee's recommendation
<br />,that the City purchase Series !IF" bonds of a maturity value of $47,000.00, which
<br />Iwould cost the City just a little less. than $35,000.00. Councilman Hawn explained
<br />I! at some length the merits of the different war bonds fbI',. sale and said tha t these
<br />il Series !IF" bonds could be purchased at 74\t on the dollar and it seemed these were th
<br />Ii bet ter bonds for the Ci ty' s use. A motion was made by Counc ilman Farrington and
<br />li seconded by Councilman Hawn thGt the City invest in these Series !IF" bonds, not to
<br />~ex~eed $35,000.00 in cash. On vote this motion was carried.

<br />~ Councilman Barette, reporting for the Street Committee, said that he had in-
<br />!i vestigated the request for a raise of wages of lVIr. Wood and Mr. Bale in the Street
<br />IIDepartment which had been referred from the previous Council meeting. He said at
<br />ii first he had agreed with the street Committee that these wages should be raised at
<br />
