<br />Ii NOTICE IS HEREBY GIVEN-that on this 20th day of August, 1943, the Mayor of
<br />I: Eugene hereby calls a meeting to be held at 7:30 P.M. in the Council Chambers of
<br />~ the City of Eugene for the following purpose~

<br />Ii A special meeting of the Common Council of the City of Eugene held August
<br />, 20, 1943, at 7:30 P.M. in the Council Chambers. All "councilmen were present
<br />it with the exception of Davis and Stewart.

<br />1; The meeting was called to order by Mayor Large. He explained that the
<br />U meeting had been called mostly to consider the use of the sound car by the
<br />:: organiza tion known a s Jehovah's VJi tne sses. Mayor Large expla ined he hFid received
<br />:: numerous complaints from business people objecting to the use of the sound car
<br />I. and that he had also received a communication from the Commander's Couhcil asking
<br />!' "That we request the Mayor and the City Council of Eugene to have the sound car
<br />Ii advertising the meeting of the Jehovah's Witnesses taken off the streets iIJl.111ediately2
<br />:: Councilman Hawn steted that he was assuming the responsibility for having the
<br />~ sound car on the streets and that under the conditions in the ordinance he did
<br />I',: not see how they could be denied this right. He. said he did not agree with the
<br />I I things avocated by the organization, but that he did not think that he or the
<br />, ~ -Council could set themselves up as a judge as to whether the convention was a
<br />i matter of general interest to the public. He said he had told the members
<br />~ of the organization they would have to conduct themselves in an orderly manner
<br />~ or the use of the sound car would be canclled. It was pointed out that there was
<br />I', a sound car for "This is the Army" show a t the McDonald Theatre. CouncillI:an
<br />1:; Baker said he did not think that that was comparable with the subject under
<br />l' discussio~l. Councilman Farrington said he agreed with Mr. Hawn and thought it
<br />~ would have been much better if the situation could have been ignored entirely
<br />!: in the paper, and that the organiza tion seemed to have a persecution complex ,
<br />!: and that they thrived on this kind of publicicty. At this time Councilman
<br />I~ Stewart entered the room. Each of the Councilmen stated that he was not in
<br />,: favor of the organization having the use of the sound car but tha t under the
<br />i: provisions of the ordinance it could hardly be denied. CounCilman Hawn stated
<br />Ii the organizat ion had als 0 tried to get a banner across Vlillamet te Street, but
<br />~j that he had told them this permit would have tJ come from the Council, but it
<br />I: seemed as though t,.ey were unable to get permission from owne,rs of buildings on
<br />I; each side of the street. Councilman Barette suggested it might be advisable
<br />~ to change the sound car ordinance so that none could be used except by special
<br />I,i permiss,ion of the Council. Councilman Hawn stated he believed the complaints
<br />I: coming in to the Council regarding the use of the sound car was on account of
<br />i who was using the car rather than the noise it was making. A motion was made by
<br />I: Farrington and seconded by Crumbaker that the ordinance be left as it is and
<br />II make no change at this time. There was further discussion as to whether the use
<br />Ii of sound cars should be prohibited entirely but it was pointed out there might
<br />~ be need for them at times. The question before the house was called for and on
<br />i' 'Uote was unanimously carried.

<br />1: The following resolution was read and a motion was made and seconded too t the
<br />t resolution be adopted and on vote was unanimously carried.

<br />r WHEREAS, heretofore and on the 12th day of July, 1943, the Common Council
<br />j: of the City of Eugene passed the following resolution, to-vvit:
<br />I 1,1': "WHEREAS, heretofore and on the 1st day of July, 1942 the City of Eugene
<br />2 i: entered into a leasewith the United States of America for the Eugene
<br />I Airport and
<br />:: VlHERl_A.s: said lease provides for a term of year to year with the option
<br />f of renewal annually, and
<br />i,..,; WHEREAS, the government has presented a supplemental agreemen t to dispense
<br />: with the notice of renewal, and also with an agreement that they will
<br />~ remove the revetments now located on theairport at the close of the term
<br />:: of tl:1e lease, THEREFORE,
<br />f: BE IT RESOLVED by the Com~on Counc il of the Ci ty of Eugene, tha t said
<br />I: supplemental agreement be and the same is hereby adopted by the City df
<br />(i Eugene, and the lYayor and Hecorder be and they are hereby directed to
<br />I
