<br />1': that the fire truck a few days ago in making a call tore up the road at 18th
<br />J: and Garfield and there was a complaint from some of the residents of the"
<br />13 ~ neighborhood stating that they thought it should be repaired by the City, ,
<br />I: Councilman Davis stated that the City had already gone out and bladed the 'street
<br />II and that the matter was taken care of.

<br />I: Councilman Stewart also reported that cbn the new highwa.y on Franklin
<br />Ii Boulevard the lights at the intersections of Orchard and Walnut had been removed
<br />I, and that the State Highway Department had destroyed the posts at the City limits
<br />14 I; on Franklin Bouleva.rd. Councilman Stewart stated that the highway department
<br />,: was willing to erect some marker at the City limits and that he would like to
<br />il have an expression from the Council as to what it should be. Councilman Hawn
<br />I! suggested that perhaps a sign stating that ttEugene, the Home of the University
<br />i,l of Oregon", might be appropriate. After some discussion the matter was turned
<br />Ii over to the Park Committee to make a recommendation as to what type of a sign
<br />I:~ should be installed at this point, On motion made, secondedr,'l and carried the
<br />Ii lights at Orchard and Walnut streets on the new highway were ordered installed.

<br />:1 Councilman Baker reporting for the Health Committee s ta ted that
<br />~ Dr. Helterline together with Dr. Lindgren of'the Health Board, had worked out
<br />!! a solution to the Eugene Milk Situation. Dr. Baker stated that it would be
<br />15 f necessary that there should be some extra laboratory tests other than what
<br />I: was provided in the regular bUdget but that it was not possible at this time
<br />i: to tell just what these should be.

<br />I: Councilman Hawn reporting for the Police committee stated that there
<br />I,: was a full force on at the present time.

<br />I: R. B. Bacon representing the Pacific Telephone & Telegraph Company
<br />I' addressed the Council at this ~ime and ste ted thlrt -he was present asking for a
<br />Ii reconsideration of the Judiciary Committee report made at the Council meeting
<br />Ii September 13th. Mr. Bacon stated that the company did not see fit to accept
<br />;' the franchise as passed by the Council on September 13th. That there were
<br />I,: some minor changes they wished made in the Franchise and also that they wished
<br />16 i: to eliminate the free phones and to change the franchise from a twenty year
<br />:,' to a ten year duration. Councilman Davis stated tha t he fel t tha t the present
<br />I:: franchise was reasona,ble and that he saw no reason for it being changed. Coucil-
<br />!: man Baker stated that the old franchise expiring August 12th was far, far out
<br />f: of line, that he felt the 2% was a reasonable charge but that there might be
<br />~: some justification in asking that the free phones be eliminated from the
<br />I franchise. Councilman Stewart stated that Eugene had been getting $25p,.€l(hallue
<br />;,: yeam wha:18'e0;t!1~l1neities in Oregon about the same size had been getting a 2%
<br />i revenue from the Telephone Company for several years and that he felt that the
<br />t~ franchiseaadopted by the Council was fair and reasonable. Councilman Hawn
<br />I; stated that he felt the free phones should be eliminated from the franchise and
<br />l' tha t he was making a motion that the ma tter be reconsidered by the JudiCiary
<br />'.: Commi ttee. The motion was seconded by Crumbaker and on' roll call, the Council-
<br />:; men voting Aye, were Farrington, Barette, Stewart, Hawn, Davis, Crumbaker and
<br />!i Baker, Councilman voting No, Koppe. '

<br />!' The following letter from the Board of Appeals was read:

<br />~, ttThe Board of Appeals has received a reques t from J. F. Grimes for a
<br />i' permit to eredt a garage 10 feet by 20 feet at the rear of his house
<br />17 I at 212 East 14th. This is a request to waive the "set-back" rule.
<br />) ~ He states that the garage would project four feet beyond the house Iii!
<br />~ line, but by actual measurements, a twenty foot gara~e would project
<br />i; seven feet beyond the house and this would be considerably beyond the
<br />o front line of the house to the South.
