He said there was. a good deal to be said for the Paid-Mayor form as Q il well as for the Manager form. ...~r". ...."" I . ",",!.'O' ~ Stanley Stevenson stated that he had read all he could get hold of in ::t~ II regard to the different forms of government and he felt the manager form was Iii the proper thing for the City of Eugene~ He stated that it was the truth that 29 I! some manager forms had been discontined, but that there were about 500 in use II at this time and only some 25 had been discontinued'. He said the manager form .1 could be a good system if the Council and the public would keep their hands off. 1'1 C. Lyle Kelly stated that he felt the committee that had made the invest- ,I " igation should know better which type of goverlli~ent would be best suited to the 30 I: I: City of Eugene and that he favored their recommendation. I,i Councilman Hawn stated that if the amendments could be put on the May 'I ) l~ Primary tha t the IvTayor and Council ito be elected in November would know what 31 I,! type of government they were being elected for, and that he favored the amend- !'; ment beihg put on the May primaries. i " " Councilman Farrington stated that he would favor the passage of the " resolution that was recommended by the Committee and which has previously been ;1 I presented to the Council. Councilman Ste~art made a motion that section three f 'I of this resolution should be changed for the amendments to be put on the , , November election instead of the May election, and this motion was seconded by I ,I 32 Ii Barette. Councilman Crumbaker suggested that this resolution might be changed so that the committee could recommend whether it should be put on the Mayor Ii November election. Council~an Stewart stated that this would be agreeable to l; him and if Mr. Barette approved he would withdraw his motion. Mr. Barette I: I: stated he was willing that the motion be withdrawn. The following motion was made by Farrington and seconded by Hawn: " I move: I: (1) that the mayor appoint a charter commission of seven members, four I to be members of the City Council, three to be citizens and tax- i, payers of Eugene not now attached to the City Government: I' (2)that the charter commission be instructed to prepare necessary and I' " suitable amendments to the charter of the City of Eugene to create Ii I' the office of municipal superintendant and provide his qualifications, Ii j, powers and duties; and to provide for the re-allocation of powers and I: duties incidental thereto: I, ~! (3)that the amendments be reported to the Council with a recommendation I' r from the committee as to whether the amendments should be put on the I May primary or on the November election: !' " I" (4)that the CO~11ission be instructed tQ confine its charter amendments to j;r those ma~ters which relate to the establishment of the office of muni- I' I: . cipal superintendant and the enumeration of the powers and duties appropriate thereto.
