<br />The minutes of the regular meeting of the Common Council, Monday evening
<br />February 14th. The meeting was called to order by Mayor Large. All Councilmen
<br />present.

<br />A letter from the Oregon Motor Stages requesting a change in the routing
<br />of some of the buses was read by the Recorder. James A. Storer, Supervisor of
<br />the Bus line was present and addressed the Council regarding the proposed
<br />changes of the routing. The changes asked for on the Fairmount and University
<br />Loop buses was to turn north on Oak at 15th and at 11th and come north on Oak
<br />Street to 5th street-turn west on Willamette street and then out on the regular
<br />boute, not going north to the Depot as formerly. On the out-bound trip for
<br />the Uni versi ty Loop they vvere asking to continue east on 13th from Uni versi ty
<br />to Moss and turn south to 15th then take the regular route from there back to
<br />town. This would cut out the turn at 13th and University south to 15th and
<br />also discontinue service on 15th from Univeristy to Mdlss. On the College Crest
<br />bus they were askingto continue south on Willamette to the junction of Lorane
<br />and Friendly avenue and on Friendly avenue to 19th then over to Jefferson,
<br />north on Jefferson to 17th, then east to Willamette and down town from that
<br />point . This would disxmtinue the service on the out-bound trip on 17th from
<br />Willamette to Jefferson, Jefferson to 19th and on 19th from Jefferson to
<br />Willamette - on the in-bound trip it would discontinue the services going south
<br />on Lincoln from 17th to 19th and east on 19th from Lincoln to Willamette. After
<br />some discussion by the Council a motion was made, seconded and carried that this
<br />request for changes in the bus route be granted.

<br />A delegation from the Southern Pacific employees liVere at the Council meeting.
<br />These people were present in support of the proposed Federal Housing project
<br />within the City of Eugene which had been presented to the Council by Paul W.
<br />Campbell for A. M. Gilbert and G. Vi. Miltonberger. A petition from Lodge #766
<br />and #314 from the BIDotherhood of Railraod Trainmen, Order of Railroad conductors,
<br />H.of L.E. #542, Brotherhood of Railway clerks #1262, I.A.M. # 1229, Secretary
<br />Brotherhood of L.E. #476, was read by Chris Jensen, Chairman. The petition
<br />stated that the decision had been arrived at after careful study of the situa-
<br />tion and the petition also stated that there was no doubt about there being an
<br />acute housing situation in Eugene. It also stated that many new employees had
<br />been taken on by the Southern Pacific in Eugene since 1941, that several men
<br />with families that came to work in Eugene for the Southern Pacific were unable
<br />to find a place to live and were compelled to leave on this account. Mr. A.M.
<br />Gilbert through Paul W. Campbell had renewed the offer for 17 lots with a view
<br />of constructing houses under the Federal project as being proposed. The Finance
<br />Committee had inspected these lots this afternoon while looking at other lots
<br />for which the city had purchase offers, and the report of the Finance Committee
<br />regarding the offer of Mr. Campbell for these 17 lots was called for at this
<br />time. The Finance Committee stated that further study of the proposal would be
<br />necessary, they were recommending that plans and specification of the houses to
<br />be erected on each individual lot should be presented to the Committee before
<br />a9tion was taken as to the sale of these lots. Paul W. Campbell was present and
<br />stated that Mr. G. W. Miltonberger had not been able to return to Eugene during
<br />the day on account of an auto accident in which his wife had been injured but
<br />that he had talked to Mr. Miltonberger over the telephone loter in the afternoon
<br />and that he had at this time a list of 12 lots on which Mr. Miltonberger wished
<br />to make an offer to the comnlittee. It was the suggestion of the Finance Committee
<br />that the plans and specifications for houses under the Federal project should be
<br />filed with the Engineer within the next 2 or 3 days and no action be taken by
<br />the Council until the meeting of February 28th - giving interested persons time
<br />to inspect the plans and types of houses proposed for each lot. Paul W. Campbell
<br />stressed the need for iIrilllediate action. Councilman Barette stated that on
<br />October 18th when this proposal v.as first brought up that they had requested
<br />immediate action and that he did not think the Council should be in any hurry
<br />at this time but should proceed slowly and delay the sale of the lots until the
<br />meeting of February 28th. After considerable discussion by the Council and by
<br />different enlployees of the Southern Pacific the question was brought up as to
<br />whether only the lots for Mr. Gilbert which had been inspectffid this afternoon
<br />should be c,onsidered or whether the offer of !vIr. Mil tonberger should also be
<br />considered, and it was decided that" both of these offers should be considered
<br />and the Finance Committee are to inspect the Miltonberger lots before the next
<br />Council meeting. The following motion was made by Farrington and seconded by
<br />Barette:
<br />l)-tha~ the plans for the unit to be constructed on each lot be submitted
<br />previous to any action of the Council:

<br />2)-that plans be in the hands of the City Engineer by Febryary 16th to
<br />allow time for inspection by any interested citizens:
<br />3)-that any, action for the sale of lots be postponed until next regular
<br />meeting of Council February 28th:
<br />4)-that the plans be submitted to the Board of Appeals for action before
<br />next regular,meeting of the Council, and that the Board of Appeals make
<br />
