<br />! The mihutes of the regular meeting of the COITilllOn Council, held Monday
<br />evening N~rch 13th at 7:30 P.M. The Ineeting was called to order by Mayor Large.
<br />All Councilmen were present. Councilman Baker having moved out of the City since
<br />the last Council meeting and this prevented him from taking part as a Councilman
<br />but he was present in the audience.

<br />~ To amend the charter of the City of Eugene by adding a new chapter
<br />1.,1:, thereto, (which shall take effect as to the levy upon its adoption and
<br />as to the other provisions on January 1, 1945) authorizing, empowering
<br />'I'..:!! and directing the Mayor and Corunon Council to appoint a City Manager
<br />. ,and Municipal Judge, and to fix their salaires (subject to the Budget). Fixing
<br />the duties of the City Manager and authorizing the Council to add to his duties;
<br />~ withdrawing the Chief of Police and Chief of the Fire Department from Civil
<br />i' Service, with elective demotion without loss of seniority; making the offices
<br />H of Recorder and Treasurer Appointive; and providing for a one mill continuihg~
<br />1.1 annual levy in addition to and in excess of the constitutional six per cent
<br />t limi ta tion upon the City's tax levy, and repealing all ac.ts and parts of acts
<br />~ in conflict herewith.

<br />N. F.Schnieder spoke regarding the traffic hazard at Broadway and Hilyard
<br />and requested that some change be made in the stop sign at the street or that a
<br />yellow line be placed to direct traffic. W. G. Openshaw requested that a yellow
<br />line be placed in the middle of Fairmount Blvd. He stated there were several
<br />dnagerous places around the different curves on the Boulevard. Both of these
<br />matters v.ere referred to the Police Department to investi[ate and report back at
<br />the next Council m~eting.

<br />The committee appointed by Mayor Large to prepare an amendment to the City
<br />Charter providing for the appo~ntment of a City Manager was presented to the
<br />Council at this time and was read. A motion was made by Crumbaker and seconded
<br />by Farrington that the report of the Charter cO.mmi ttee be a ccepted with thanks to
<br />the cornmi ttee for their work in preparing this report and that the Committee be
<br />discharged from further duty. On vote this motion was carried.

<br />The following resolution and the text of the act was read at this time by
<br />the Recorder:

<br />BE IT RESOLVED BY THE :MAYOR AND COMIv'fON COUNCIL OF THE CITY OF EUGENE,
<br />OREGON, that there be submitted to the elctors of said city for thier approval
<br />or rejection, at a special or general election to be held in the City of Eugene
<br />at a time and place to be designated by ordinance, the annexed Charter Amend-
<br />ments being;-
<br />
<br />AN ACT
<br />
<br />THE CITY OF EUGENE DOES OHDAIE AS FOLLOWS:
<br />
<br />Be it enacted by the electors of the City of Eugene, Oregon
<br />
<br />Section 1. That the Mayor of the City of Eugene is hereby authorized,
<br />enpowered and directed to appoint a City Manager, as administrative officer,
<br />and to appoint a Municipal Judge as the judicial officer of the City, all of
<br />which must be confirmed by the Council, and the Council to fix thier respective
<br />salaries and terms of office.
<br />
<br />Section 2.. It shall be the duty of the City Manager;
<br />a. to prepare the annual budget
<br />b. to act as purchasing agent for all departments
<br />c. to appoivt and remove with or without cause all employees and
<br />department head including the Recorder and Treasurer, except the
<br />Civil Service employees shall be appointed and removed under the
<br />Civil Service procedure.
<br />d. to enforce all City Ordinances
<br />e. to act as business agent for the Council for the sale of Readl Estate
<br />and other matters relating to franchises, leases, etc.
<br />f. to prepare and furnish all reports as requested by the Council.
<br />g. to perform such other and further duties as shall be directed by
<br />the COlY'.Jllon Council,
<br />h. in his discretion to organize, disband snd reorganize the various
<br />departments of the City government.

<br />Section 3. The duties of the l\.~unicipal Judge shall be those given
<br />to the Recorder ~Q$ing as judicial officer of Section 18, Chapter IV of the
<br />Charter of the City.
