<br />The minutes of the regular meeting of the Common Council, held Monday
<br />evening March 27th at 7:30 P,lM. The meeting was called to order by Mayor
<br />Large. All Councilmen were present.

<br />Charles Wiper having been appointed as a member of the Council from
<br />the first ward on March 13th, wnd having appeared at the office of the
<br />Recorder and taken oath of office, was introduced to the other members of
<br />the Council by Councilman Hawn. Mayor Large welcomed Mr. Wiper to the
<br />Council and remarked that although the turn-over of Councilmen recently
<br />had been heavy, he believed that Mr. Wiper would be able to hold down the
<br />job from the first ward.

<br />At this time the recorder read a letter from Mr. L. K. Shluuaker, Pres.,
<br />of the Eugene Youth Council, in regard to the appointment of a Play Ground
<br />,\,Commissioh, and also read a letter frp, lvII'S. E. G. Boehnke, requesting the
<br />appointment by the Council of a Play Ground Commission. Mr. Shwnaker was
<br />. present and stated that the Youth Council was anxious that the Play Ground
<br />activities should be carried on during the sun~er, and if a Play Ground Comm-
<br />ission was appointed, the Youth Council would be gald to help in whatever w~y
<br />they could.

<br />Mayor targe explained that sometime previous, he had received resignations
<br />of G. D. MacLaren and Mrs. Maxine Constance, but that on talking to Mr. Mac-
<br />Laren, he had sug~e$ted that Mayor Large should hold the resignations for the
<br />time being, and for that reason they had never been presented to the Council.
<br />Mayor Large explained that the Play Ground activities had been discontinued
<br />by the Council on account of shortage of funds earlier in the year. Council-
<br />man Koppe stated that it was his understand~ng that both Mr. MacLaren and
<br />Mrs. Constance favored the closing of the Play Ground activities at the time
<br />the Council took the action. Councilman Barette stated he felt that the
<br />School Board should have more to do with the Play Ground activities than the
<br />Council, as they were in a better position to handle the situation satisfactoril .
<br />
<br />Councilman Hawn asked that if it was not a fact the School Board was
<br />willing to carryon a Play Ground activities, but that the money would go to
<br />supplement the salaries of some of the teachers. Mr. Phillips, a member of
<br />the Youth Council stated that that was partially true at the time the proposal
<br />was made, but he thought only to the extent that the teachers put in extra
<br />time. Mr. Phillips stated that the Youth Council favored a year-round Play
<br />Ground activity. A motion was made by Councilman Crumbaker and seconded by
<br />Councilman Farrington, that this matter be referred to the Council members
<br />Of the Play Ground Con~ission which consists of Barette, Koppe and Davis, and
<br />that this matter bereported back at the nexy Council meeting. There had been
<br />no action taken by the Council regarding the resignations of Mr. MacLaren and
<br />Mrs. Constance and Councilman Stewart suggested that the cow~ittee should
<br />contact these two members and see if they would not reconsider their suggest-
<br />ions. The question was called for and on vote was carried.
