Each member of the governing body identified the priority issues they wished the governing body to consider <br />as priority issues for the coming year. After all ideas were generated, there was an opportunity to take <br />certain items off the table by placing a ;;veto" dot on the item - any item that received three or more ;;no" <br />votes was removed from consideration in the ensuing priority discussion. <br /> <br />The complete list of all items generated is provided at the end of this document as Attachment A. <br /> <br />Items removed were: · Support economic development opportunities that help retain and expand existing businesses and <br /> recruitment of new businesses <br /> · Develop plans for a transportation center with links to LTD Station, U of O, train station, Airport <br /> · Downtown circulating fixed rail street car <br /> · Restore community centers <br /> · Enhanced council support <br /> · Free parking downtown <br /> · Work with partners (Lane County and Springfield) in developing a strategy to make the metro area <br /> a destination point for tourism/conferences and conventions <br /> · Complete the buildable land inventory and integrate it into an economic develop- <br /> ment/sustainability/enterprise zone strategy <br /> <br />The following items were retained for consideration in the prioritization process: <br /> <br /> Priority Issue <br /> Facilitate the development of a hospital in Eugene's central core <br /> Identify a permanent funding source for street maintenance <br /> Conclude discussion on City Hall/Police Building · Get a plan <br /> · Decide if/when to take to voters <br /> · Anything else on ballot? <br /> Continue planning with other governments for a Civic Center for 8th Street area <br /> Complete and consider police department reviews and implement appropriate changes <br /> External police review and civilian oversight <br /> General tax reform and new revenue sources to adequately fund City services <br /> Launch neighborhood initiative <br /> · Encourage new community members to get involved in government process <br /> · Outreach to communities of color <br /> · Invest in associations to more effectively vet policy discussions <br /> · Strengthen associations - especially with Planning & Police <br /> · Adequately fund neighborhood associations <br /> · Park safety <br /> · Minimize conversion away from residential uses <br /> · Regulate and focus infill <br /> Continue implementation of Downtown Plan <br /> · Explore partnerships <br /> <br />MINUTES--Eugene City Council February 25-26, 2005 Page 9 <br /> Goals Setting Session <br /> <br /> <br />
