All '. .,., <br /> Councilmen present except Hawn and Wiper. . <br /> In addition to the regular meeting of the Counciili, this was the date <br /> I'; set and advertised for the Tax-Payers meeting to consider the.budget for the <br /> 1 fiscal year 1944-45. There were no citizen members of the committee present <br /> .and the Mayor Large asked if there was anyone present to make a statement for <br /> I or against the tax levy and there were no objections. <br /> I; " An. Ordinance levying the annual tax levy for the City of, Eugene, for <br /> 2 [, the fiscal year beginning July 1, 1944 and ending June 30, 1945 ~as read the <br /> I' .first time and passed to its second and third readings by unanimous consent <br /> of the Council, by title under suspension of the rules and was placed for <br /> I: final passage. On roll call all councilmen present voting AYE, absent Hawn <br /> and Wiper. The ordinance was dec.lared passed and nw;r).bered 8796 . <br /> I': <br /> Councilman Koppe reporting for the Judiciary committee stated that the <br /> II <br /> i!! committee and the City Attorney held a meeting at which Mr. Manerud was present <br /> 3 I: and discussed the saw-dust situation which had been referred from the last meet- <br /> \- ing. He said it was agreed at' the meeting that the Fire Department should leave <br /> " <br /> 1,1 some hose at the saw-dust pile and that Manerud Huntington would hire a man to <br /> I: 'look after the fire ,and get the pile burned up as soon as possible and that Mr. <br /> I! <br /> I, Manerud said that he would gove the saw-dust to anybody that would haul it away. <br /> I" Couhcilman Koppe stated that Mr~ Manerud has said he would endeavor to secure <br /> Ii <br /> Ii some pipe so that the Fire Department would have to furnish only a short length <br /> of hose and that it was the committees recommendation that this arrangement <br /> I' <br /> II be adopted. A motion was made by Farrington and seconded by Crumbaker that the <br /> ,i above arrangement be adopted. On vote this motion was carried. .' <br /> i! At this time Councilman Hawn entered the Council Chambers. <br /> " <br /> i Councilman Kopee stated that the Judiciary Committee had a meeting <br /> I I' <br /> I. regarding the appointment of a committee to interview applicants for the City <br /> j: manager position' and report their progress to the Council. He stated it was <br /> I <br /> I. -the recommendation 6fthe Judiciary Committee that the Finance Committee should <br /> 4 " handle this situation. A motion was made by StElwart and seconded by Barette <br /> :i <br /> f' and carried that the recommendation of the Judiciary committee that the Finance <br /> p committee handle the City Manager committee should be adopted. On vote this <br /> I' <br /> L motion was carried. <br /> f <br /> II The matter of increased rates for Garbage Haulers was discussed at this <br /> I <br /> ':1 time. It was pointed out that on the 23rd of March, 1942 the Council had passed <br /> I, <br /> I, an Ordinance amending Section 5 of Ordinance No. 8265 increasing the rates for <br /> 5 Iii <br /> I,; garbage collections from 50 ,cents to 65 cents per month" and a 20% increase in <br /> j! other rates. The Garbage Haulers were not able to dlncrease their rate at that <br /> \; time on account of the ruling of the OPA. The Recorder was instructed to not- <br /> I, ify the garbage haulers that this Ordinance was still in force and that since <br /> 'i <br /> Ii the OPA had relaxed their ruling, that the Garbage Haulers could now make the <br /> charge of 65 cents per month for residents and that the Council would not grant <br /> I' the garbage haulers request for a 75 cent charge at this time. <br /> ,: <br /> p <br /> " Councilman Farrington reporting for the Finance committee stated that <br /> I <br /> ~, they had an offers from W. R. TaYior for lot 15 and 16, block 2, Agate Plat. <br /> I! That Mr. Taylor was offering $75.00 per lot and that the appraised value was <br /> 6 I: $200.00 per lot and the Finance committee recommended that this offer be re- <br /> 1'1 jected. Mr. Farrington stated that the committee did not have opportunity <br /> I,! to appraise the lot at the southwest corner of 18th and Charnel ton and that an <br /> tl <br /> :.; offer of Edwim A. Browning for the east 26 feet of lot 5, block 6, Teshners <br /> I'i addition had not been received in time to be accepted and that these two would <br /> I' <br /> II have to be carried over to the next Council meeting. <br /> i,l <br /> I" <br /> Iii <br /> II The bills for the month of June were presented to the Council, Council- <br /> II <br /> 11 man Farrington reported that they had been okay'd by two members of the Finance <br /> II <br /> 7 i: committee and was recommending that warrants be drawn for same.
