Councilman Bailey report.in~ for the ~ealth D,epartment stated that the <br />I matter of the complaint from Mrs. Snow, 1012 west 2nd, regarding a smoke <br />i n~isance from'the Central Heating .smoke sta~k had been referred to his comm- <br />16 ittee. He stated that the plant was in the industrial district and that the <br />I Central Heating Company said their work would be done in about a week. Mr. <br />I Ba:iley stated that this might be disagreeabl:e but did .not constitue a health <br />nuisance and it was the recolrunendation of the committee that nothing, be done <br />r~garding tnis matter. On vote the recoromen~ation of the Council was' adopted. <br /> <br />Park a,nd Sewer Co:nmi ttee - no report: <br /> <br />. Councilman Hawn reporting for the Pol:ice Coromi tte,e brought up the <br />queation of licensing of bicyles. He state~ that it wo~ld be impossible <br />17 to' get the license plates before the latter part of September or October <br />an'd in view of thfs fact the coromi ttee was r.e~oromendin~ .that the license. <br />places be ordered to read for the year 1945 and that. the Police' Depart- <br />'ment should start issuing these. license pla~es as soon as they we~e avail- <br />able, but that they would serve for the balapce of this year and for the <br />full calendar year 1945 ; that the, public be required to secure the plates <br />as' soon as they are available. A motion was. made, seconded and carried <br />th~t trhe recommendation of the committee be ~dopted. <br /> <br />I ,Mayor Large stated there had been complaints on account of the Pacific <br />I Fruit Company parkingtrucks at night on both side of 4th street.' It was <br />I claimed that on this account there. had not b.een room fro traffic to pass. <br />18 i Th'ere was some discussion by the Council and, the Chief of PolilCe was ihstr- 1 <br />i ucted to contact the manager of the Pacific Fruit Company and see if this <br />condition could b~ remedied~ <br />, <br /> <br />, Mayor Large stated that he had a complaint regarding a fire ha~ar~ <br />, both on 4th and 5th streets at the same location. Councilman Stewart stated <br />19: that similiar complaint had come to the Fire: Department and that he and rire <br />I Chief Nusbaum had made an investigation during the afternoo~ and that. pa~t <br />of' the ,fire hazard had already been claened ~p and that tpe rest would be <br />taken care of immediately. <br /> <br />Councilman Bailey reported that a sign post had been broken off at <br />: the Safeway store on Charnelton an~ Broadway. and that ~t had left a stubh <br />20' sticking out that was danger?us. This matter was referred to the Str~et. <br />- Department for lnvestigation. <br />1 <br />Mrs. Della S. Masengil made a protest to the Council regarding the <br />: proposed qannexation ~f part of Chambers Addi~ion. She. stated that there <br />, haa been numerous newspaper articles concerning this but that some 50 <br />, residents in this neighborhood had not been notified; that she herself <br />2li worked nights and was unable to attend the annexation neetings and some of <br />: the residents worked in defense projects and they w~re unaware of the.pr9- <br />posed annexat1on. Mayor Large explained to her that the matter had never <br />yet been presented to the Council; that the Committee from the district <br />I outside of the City limits would be having a meeting in the Council room <br />; tomorrow evening at 7~30. p.m. and t~at she. should. make a protest to_th~s <br />comm~ttee and that later when the proposition had been presented before the <br />I: Council she could Bel given an opportunity to make a protest then. <br /> <br />,: Mr. Patrie C. Collins was present and. asked for permission for an <br />Auto Wrecking establishment at 7th and Filmore. Engineer Clubb explained, <br />22 that this was in a light industrial district and that the zoning ordinance <br />provided that such an establishment should be .in zone 4 or the heavy indust- <br />rial district. This matter was referred to the Board of Appeals. . <br /> <br />Councilman 'Farrington brought up the question of examinations by the 1 <br />Electrical Board. He stated that on account of the Electrical Board not <br />. 3 holding examinations at regular interv~ls the Engineer ~epartmen~ had ~een <br />2 in the habit of issuing temporary perm~ts and that he d~d ~ot th~nk th~s <br />was good practice.
