<br />Policy 1. As annexation occurs, Eugene shall provide for a level of police service comparable to <br />that received in the remainder of the City. <br /> <br />As previously discussed in this subsection, and further detailed under subsection (3) below, the <br />proposed annexation is consistent with Metro Plan growth management policies. The <br />annexation procedures beginning at EC 9.7800 are consistent with State law and therefore, as <br />found throughout this report, the annexation is consistent with State law. <br /> <br />The following policies from the River Road and Santa Clara Goals, Findings, Objectives, and <br />Policies section are also relevant to the request: <br /> <br />Objective 2. Capitalize on existing public expectations by providing further public services <br />which will allow the River Road and Santa Clara areas to achieve urban densities. <br /> <br />Objective 3. Deliver a full range of urban services to the River Road and Santa Clara areas <br />through annexation. <br /> <br />The following policy from the Transportation Element (Chapter III) is relevant to the request: <br /> <br />Policy F.14. Address the mobility and safety needs of motorists, transit users, bicyclists, <br />pedestrians, and the needs of emergency vehicles when planning and constructing roadway <br />system improvements. <br /> <br />Annexation of these two sections of River Road will create clear boundaries for police and other <br />City services, which increases the effectiveness and efficiency of these services. In the current <br />case, speed limits on these sections of River Road are not being enforced. Annexation will also <br />allow for future city road improvements that will benefit residents and businesses in the area. <br /> <br />Therefore, based on the findings above, the proposal is consistent with the applicable policies of <br />the Metro Plan and applicable refinement plan. <br /> <br />EC 9.7825(3) The proposed annexation will result in a boundary in which the minimum level of key urban <br />facilities and services, as defined in the Metro Plan, can be provided in an orderly, efficient, and <br />timely manner. <br />Complies Findings: Consistent with this criterion, the proposed annexation will result in a boundary in <br />which the minimum level of key urban facilities and services can be provided in an orderly, <br />YES NO <br />efficient, and timely manner as detailed below: <br /> <br />Wastewater <br />This is not relevant as the road sections will not be developed with commercial or residential <br />uses. <br /> <br />Stormwater <br />There are existing public stormwater lines within River Road. Lane County currently owns and <br />will continue to own and maintain the public storm system within the right-of-way after the <br />annexation. <br /> <br />Transportation <br />These two sections of River Road will continue to operate as a key transportation facility. <br /> <br /> <br />River Road (A 17-6) May 2017 Page 2 <br /> <br />
