ExhibitA <br />Findings <br />MetroPlanAmendment <br />(CityFileMA172) <br />MetroPlanAmendment(CityFileMA172) <br />Thepolicywiththeamendmentshowingin boldunderlineitalics isprovidedbelow: <br />H.2Localparksandrecreationplansandanalysesshallbepreparedbyeachjurisdiction <br />andcoordinatedonametropolitanlevel.Theparkstandardsadoptedbytheapplicablecityand <br />incorporatedintotheĭźƷǤ͸ƭdevelopmentcodeshallbeusedinlocaldevelopmentprocesses.This <br />PolicydoesnotapplytotheCityofEugene,whereaparkandrecreationplanmaybe <br />aspirationalinnatureanddoesnotneedtobeadoptedasalanduseplan. <br />Findings <br />EugeneCodeSection9.7735requiresthatthefollowingapprovalcriteria(in bolditalics)beappliedto <br />aMetroPlanamendment: <br />CriteriaforApprovalofPlanAmendment.Thefollowingcriteriashallbeappliedbythecitycouncil <br />inapprovingordenyingaMetroPlanamendmentapplication: <br />(1)TheproposedamendmentisconsistentwiththerelevantStatewidePlanningGoals;and <br />Goal1CitizenInvolvement.Todevelopacitizeninvolvementprogramthatinsurestheopportunity <br />forcitizenstobeinvolvedinallphasesoftheplanningprocess. <br />TheCityhasacknowledgedprovisionsforcitizeninvolvementwhichensuretheopportunityfor <br />citizenstobeinvolvedinallphasesoftheplanningprocessandsetoutrequirementsforsuch <br />program.Theprocessfor <br />involvement.Theamendmentdoesnotamendthecitizeninvolvement <br />adoptingthisamendmentcomplieswithGoal1becauseitisconsistentwiththecitizeninvolvement <br />provisions. <br />Thisamendmentanticipatesthefutureadoptionofanewparkandrecreationplan.Thecitizen <br />involvementprocessforthedraftEugeneParksandRecreationSystemPlanhasfarexceededany <br />previousstandardsestablishedforcitizenandcommunityinvolvement.Morethan10,000 <br />interactionswithEugenecommunitymembershaveoccurredthusfarthroughonlinesurveys,phone <br />surveys,smallgroupdiscussions,andmorethanfortypubliceventsinparksandotherpublicspaces <br />designedtogatherinput. <br />ThePlanningCommissionpublichearingontheproposalwasdulynoticedtoallindividualswhohave <br />requestednotice,aswellastotheCityofSpringfieldandLaneCounty.Inaddition,noticeofthe <br />publichearingwasalsopublishedintheRegisterGuard.TheCityCouncilwillholdadulynoticed <br /> <br />
