Therefore, Statewide <br />Planning Goal 5 does not apply. <br /> <br />Goal 6 - Air, Water and Land Resources Quality. To maintain and improve the quality of the air, <br />water and land resources of the state. <br /> <br />Goal 6 addresses waste and process discharges from development, aimed at protecting air, water and <br />land from impacts from those discharges. To the extent the code amendment will enable extra- <br />territorial extension of sanitary sewer service to some ICCO properties, it will generally reduce the <br />likelihood or need for new on-site sewage disposal systems and thereby reduce the potential for <br />groundwater contamination. It will not change any policies or regulations with regard to Eugene <br />extension of water service for ICCO properties that may not already be connected. The amendment <br />quality. The amendment is therefore consistent with Statewide Planning Goal 6, to the extent it <br />might be considered applicable. <br /> <br />Goal 7 - Areas Subject to Natural Disasters and Hazards. To satisfy the recreational needs of the citizens of the state and <br />visitors, and where appropriate, to provide for the siting of necessary recreational facilities <br />including destination resorts. <br /> <br />Goal 8 ensures the provision of recreational facilities to Oregon citizens and is primarily concerned <br />with the provision of those facilities in non-urban areas of the state. The amendment does not affect <br />Therefore, Statewide Planning Goal 8 does not apply. <br /> <br />Goal 9 - Economic Development. To provide adequate opportunities throughout the state for a <br />variety of economic activities vital to the health, welfare, and prosperity of Oregons citizens. <br /> <br />The amendment will not impact any industrial or commercial use designations, nor amend <br />required inventory for industrial and commercial lands. Nonetheless, it will help to facilitate <br />economic development and redevelopment opportunities in the ICCO area as previously discussed, <br />and further addressed below with regard to relevant policies of the Metro Plan. In general, it will <br />help to enable development of industrial land in the ICCO area that is already included as part of the <br /> <br />Findings - 4 <br /> <br />
