The municipal tax rate for Eugene is 15 2/10 mills. This is <br />! the lowest millage rate of any City in the State over 5,000 population, .being from <br />I 15.9 to 31 mills. <br /> <br />I <br /> <br />I . The matter of street lighting in the West Moreland area, referred to . <br />this office by the Council, is being surveyed and orders ~or lights at various <br />locations are being placed with the Eugene Water Baord. <br /> <br />, In the matter of the Eugene Nursery School referred to this office by <br />I the Council at its last meeting, I have conferred with Mrs. Stormes, Manager of <br />I the school and attended a meeting of service Club representatives in connection <br />with plans now being made to continue the school with public support provided <br />ad~quate facilities can be found after November 1st. <br />...:: ... <br />During the past month, the undersigned has attended ,37 meetings in <br />connection with municipal and community affairs." <br /> <br />It was moved by Koppe, seconded by Hawn that the report of the manager be re- - <br />ceived and placed on file and that the recommendations contained therein be I <br />adopted by the Common Council. Motion carried. <br /> <br />The report of the City Manager for the month of qeptember, requesting <br />21 addition of four traffic patrolman in the Eugene Police Department was submitted <br />and read as follows: <br /> <br />"Du:Fing the past few months this office together with that of the <br />police chief have heen giving serious consideration to the current traffic control <br />problems in the City of Eugene, which we sincerely feel will show a serious in- <br />crease with the return of more cars to our streets and highways in coming months. <br /> <br />Basing ,our judgment both on experience factors and recommendations of the <br />National Safety Council survey of 1944, it is requested that four additional <br />police pa~rolman for traffic duty assignment be added to present police department <br />personnel. The cost of salaries for the four additional men would be $5,472.00 <br />~ for the balance of the current fiscal year and the additional men will result'in <br />a need of at least one additional traffic car if and when such equipment 1s <br />available. Should the request for additional personnel be allowed, it is planned <br />! to re-assign the Chief's car for traffic purposes until such time as another car <br />i becomes available. In making this request, I should like to point out that the <br />: ac ti vi ties report of,.the Eugene Police Department reveals a heal thy increase in <br />law enforcem~nt activity, particularly in the traffic division and likewise re- <br />, veals the need of additional man power. With the City increasing in population <br />i and with every reason to believe that our traffic volume will show a great in- <br />, crease within the next few years, your serious considerat~on of these factors is <br />I . <br />, requested. " <br /> <br />I It was moved by Hawn, seconded by Davis that the recommendation be adopted and <br />emergency funds be used for employment of the additional patrolmen for the <br />balance of the current fiscal year. Motion carried by the following vote: <br /> <br />Bills against the various city departments for the month of September, <br />22 1945 were submitted. It was moved by Johnson, seconded by Hawn that the bills ,- <br />be approved and the proper city officials be authorized to issue warrants for the I <br />! same. Motion carried.
